MINUTES <br />CITY COUNCIL <br />MARCH 4, 1998 <br />Vitale stated that he did not know how the City could guarantee relocation <br />within the redevelopment area. <br />LaValle suggested that the existin~ businesses may end up in a lease <br />arran~ement in a buildin~ owned either by the City or the developer. <br />Boss indicated that Tierney's preference was first to not sell at all, <br />secondly to relocate on Rice Street in his or her own building, and third to <br />work out a lease arrangement with a friendly developer that wants to be in <br />the City. <br />Lendway pointed out that Tierney's needs Rice Street fronta~e in order to <br />compete. Scalze pointed out that a theater development will bring in a <br />~ood many people to the area. Lendway felt their business was dependent <br />on drive-by traffic and not tlteater traffic. <br />Scalze a~reed with Morelan's comments that all the City could do was put <br />forth its best effort. It could not make any guarantees. <br />Pedersen felt that by saying the City will make its best effort to relocate <br />existing businesses is not a guarantee. Pedersen pointed out that the <br />higher goal is to redevelop the area. <br />The Council again focused on the wording of paragraph #8. The City <br />Administrator pointed out that this paragraph creates the question of <br />relocation and he anticipated that there will be a lot of discussion with <br />Cinemark on this point. #8 puts the issue on the table, and the <br />Administrator anticipated that the wording of this paragraph will change. <br />With regard to lease arrangements for existing businesses, the <br />Administrator felt our goal is to achieve "fair" leases for these businesses. <br />The Administrator asked the Council's preference for Option A or B. <br />Scalze stated that she was open to discussing any option. Pedersen <br />indicated that he preferred Option A. Fahey stated that he liked Option A <br />better because of the impact on the Winter's property, but he would be <br />willing to consider Option B. Morelan indicated that he preferred Option <br />A until such time as it is apparent that none of the theater developers <br />would be interested in that option. <br />Fahey sug~ested that Option A be presented to the other theater <br />developers. The City Administrator pointed out that Cinemark is talking <br />to the City, and we are not sure at this point if the other theaters are <br />interested. The Administrator indicated that he would like to play all the <br />hands at one time. <br />14 <br />
