MINUTES <br />CITY COUNCIL <br />MARCH 4, 1998 <br />At this point in the workshop, 8:00 P.M., the Council took a brief recess. <br />The workshop reconvened at 8:12 P.M. <br />Schroeder indicated that using GIS information he could show the exterior <br />boundaries of the redevelopment site. Fahey agreed that this is what <br />should be provided to Cinemark at this point, with a boundary survey <br />authorized when the City and Cinemark make pro~ress on the content of <br />the development agreement. Fahey also indicated that the survey should <br />show the City retaining the 91 acre site. <br />The Administrator sug~;ested that he talk to the Winter's again laying out <br />the financial aspects of the purchase to determine if they are interested. <br />Fahey pointed out that the .91 acres will make the Winter's site more <br />developable later on. If the City buys the .91 acres, it could be retained as <br />an outlot for future attachment to the Winter's property. <br />LaValle asked if the City could pay more tnan the appraised value for a <br />piece of property. The City Attorney replied that the City can negotiate a <br />purchase price subject to 1 reasonable standard. <br />The City Administrator asked the Council's opinion on his presenting a <br />reasonable estimate of relocation benefits to the Winter's as part of his <br />discussions with them, LaValle, Morelan, and Fahey agreed that <br />relocation benefits should be discussed. <br />Schroeder commented on the redevelopment site indicating that he viewed <br />the role of Middle Street as a conduit for pedestrian traff'ic from north to <br />south. Schroeder felt this connection was critical to the cohesiveness of <br />the area. However, Middle Street could be vacated as long as a pedestrian <br />right-of-way were maintained. Schroeder anticipated that theater patrons <br />will use sites north of Little Canada Road for parkin~;. Schroeder pointed <br />out that Wise is talking about other development that could share parking <br />with the theater. <br />The Administrator pointed out that if the Winter's property is included in <br />the redevelopment site and the bank remains in the site, the cost will be <br />higher which will require a hi~her build-out. <br />The Administrator asked about the Guerin's offer to sell. <br />Fahey suggested that the subcommittee meet with the Guerin's to discuss <br />their offer. Pedersen questioned the need for a meeting given that the <br />appraised value and the offer to sell are so far apart. Fahey suggested that <br />15 <br />
