MINUTES <br />CITY COUNCIL <br />MARCI~ 4, 1998 <br />times the appraised value of the property. Lendway indicated that this is <br />about half of what they paid for the property. Lendway reported that <br />Tierney's Liquors is willing to remodel their building. Lendway reported <br />that Tierney's Liquors does not want to move and does not want to lease. <br />Lendway indicated that when Gary Collyard was talking with property <br />owners, he asked for input fi•om the propeRy owners. Lendway was <br />concerned that the Council has indicated that they could not guarantee that <br />Tierney's would be relocated on Rice Street frontage. <br />Fahey replied that he said the City could not guarantee that Tierney's <br />would be relocated on a separate pad. <br />Lendway felt that his business would not survive if it were not located on <br />Rice Street. Location is everything. Lendway expressed concern about <br />not being able to have input on this issue. <br />Fahey pointed out that the Guerin's want to sell their property as does The <br />Venetian Inn and Ultimate Golf. The majority of the Rice Street property <br />owners in the redevelopment area are willing to sell. Fahey stated that if <br />the theater wants to locate south of Little Canada Road, the City will have <br />to work with the effected property owners. However, individual pads for <br />the liquor store and pawnshop would not provide the density that is needed <br />to make the entire redevelopment project work. Fahey indicated that ifthe <br />only option Tierney's is agreeable to is to be located on its own pad, the <br />City needs to know that. <br />Lendway indicated that he realizes the City must do something. However, <br />without Rice Street frontage, Tierney's is dead. Lendway also pointed out <br />that Tierney's cannot afford to be out of business for any extended period <br />of time. <br />The City Administrator pointed out that there is a provision in the <br />development agreement outline that states that businesses being relocated <br />wouid have to be in their new facility within 48 hours of closing the door <br />at their existing location. <br />Fahey pointed out that it was only a month a~o that the south site became <br />viable and pointed out that tbe City does not have a signed development <br />agreement at this point. Fahey indicated that the redevelopment project <br />needs a magnate, and that the City wants to minimize the impact that <br />redevelopment will have on the existing businesses. <br />Lendway again expressed concern about being fairly compensated for his <br />business as well as the location existing businesses might be relocated to. <br />
