MINUTES <br />CITY COUNCIL <br />MARCH 4, 1998 <br />Fahey pointed out that Cinemark wants a 17-acre redevelopment site. <br />Other theater groups have indicated that they would require less parking <br />which may make Option A more viable. These other groups are more <br />concerned about the theater development and less about the remainder of <br />the redevelopment area. Fahey suggested that City control of the <br />redevelopment sites would allow for easier relocation of existing <br />businesses. <br />Scalze pointed out that Cinemark is driving the issue with the expanded <br />acreage they want, and expressed concern that the City is trying to squeeze <br />out acreage that just doesn't work well. <br />The Administrator pointed out that the spin-off development is needed in <br />order to generate enough tax increment to fund public improvement costs. <br />Fahey felt it was safe to assume that Tierney's Liquors and other business <br />owners in the area would not be relocated on their own pads, and may, in <br />fact, become tenants. <br />The City Administrator pointed out that freestanding pads for smaller <br />businesses results in inefficient use of the land. Density is what makes the <br />redevelopment project work. The Administrator indicated that Cinemark <br />has asked for a boundary suivey so that they can prepare a site plan. He <br />felt that the City needed to know what Cinemark is thinkin~ so that it can <br />react. <br />Morelan stated that at some point he would like to heu- what the property <br />owners feel about the track the City is taking. <br />Fahey indicated that it was not realistic to expect that existing businesses <br />would rebuild on their own pads south of Little Canada Road and still <br />have a viable project. The City needs to know whether a lease <br />arrangement will be acceptable to the existin~ businesses. <br />Marelan indicated that he recalls saying he would unwillin~ to condemn <br />residential property but does not recall saying he would be unwilling to <br />condemn commercial property. Morelan indicated that the City would <br />prefer to work with property owners and purchase their properties on a <br />voluntary basis. However, condemnation is possible for commercial <br />property. <br />Lendway expressed concern that if condemnation is pursued, they would <br />not get back what they have put into Tierney's Liquors. Lendway <br />reported that the City Administrator had estimated that under a <br />condemnation situation with relocation costs, they would get about 1-'/z <br />
