MINUTES <br />CITY COUNCIL <br />MARCH Il, 1998 <br />It was the consensus of the Council that fina( interviews of engineerin~ <br />firms be conducted on Tuesday, April 7°i, beginning at 6 P.M. <br />SEWER RATES The City Administrator reported that the City has received another <br />increase from the Metropolitan Council Waste Water Services Division of <br />$41,000. Last year's increase was $169,000. The average annual increase <br />has been running approximately 25% over each of the past five years. <br />Based on these increases, the City Administrator recommended a 7'/z% <br />increase in sewer rates. This would increase rates from $2.IS per <br />thousand gallons to $2.31 per thousand ~allons. The Administrator <br />pointed out that even with this increase, the Sewer Fund projects a net <br />loss. However, ~iven that depreciation is a part of the Fund, the <br />Administrator felt the approach was reasonable. <br />Morelan pointed out that in analyzing the average sewer rates of <br />surrounding cities, the average is $46.41 per quarter. The increase <br />proposed by the Administrator would bring the City's rate to $4620 per <br />quarter that is in line with other cities. <br />Mrs. Scalze introduced the followin~ resolution and moved its adoption: <br />RESOI. Resolution declared adopted. <br />SUMP PUMP/ The Public Works Director reported that the City has received two <br />WATER METER proposals from firms interested in conducting the City's sump pump <br />INSPECTION inspection program. After reviewin~ these proposals, the Director <br />PROGRAM reported that he looked at doing the program in-house, and is now <br />recommending that the City hire former Public Works employee Bill <br />Dircks as the City's temporary inspector. The Director reviewed his <br />memo dated March 11°i outlining the details ofthe in-house program and <br />pointed out that by doing the work in-house the cost will be about 40% <br />less than the lowest proposal. Estimated cost of doin~ the inspection <br />program in-house is $23,736. <br />The Director reported that he would be personally trainin~ Dircks and felt <br />that he had the experience necessary to make an excellent inspector.
