MINUT~S <br />CITY COUNCIL <br />MARCH 25, 1998 <br />Wise has talked to Chris Moarn and indicated to him that the theater <br />development plan is moving forward and things are looking good. Moarn <br />has also indicated that he is more optimistic about the development of <br />office uses in the redevelopment area. <br />The Administrator indicated that Carmike and Regal theater groups have <br />some key people on vacation this week, and hoped the City would hear <br />something from these groups soon. <br />The Administrator reported that the Guerin Family Partnership has a Right <br />to Entry prepared for the property which would allow the City access to <br />their site to do environmental work. The Administrator reported that he <br />has discussed the type of environmental work which would be necessary <br />with Re/Spec who indicated that a phase two was not necessary given that <br />the PCA has already addressed the tank removal issues. Re/Spec <br />recommends a phase one. The Administrator reported that he has <br />informed the Guerin Family that they would receive a copy of the study <br />when it is completed. The Administrator recommended approval of the <br />Right to Entry agreement for the Guerin property as well as authorization <br />for Re/Spec to perform the phase one on the two Guerin parcels. <br />Scalze pointed out that a phase one only identifies possible problems and <br />does not do any measurements. The Administrator replied that that is <br />correct. If contamination is encountered, the City would have to deal with <br />that issue. The Administrator reported that the PCA has cleared the site <br />with regard to the tanks. I-lowever, if a pocket of contaminated soils are <br />found, that soil would have to be dealt with. <br />Pedersen asked if a phase one had already been done on the site. The City <br />Administrator replied that the PCA did some type of review of the filling <br />station site. The phase one which Re/Spec would do would involve a <br />review of both sites as well as the PCA file on the filling station site. The <br />cost of the phase one would be $1,700. A phase two would cost <br />approximately $4,000. <br />Morelan asked if tl~e phase one identified potential problems, if the City <br />would then proceed with a phase two. The Administrator replied that that <br />would be likely depending on the problems the phase one discovers. The <br />Administrator reported that typically a phase one would cost $1,250 and <br />review of a PCA file would be $500. Re/Spec has indicated that they <br />would do the phase one on both sites as well as the file review for a total <br />of $1,700. <br />Fahey asked if the Guerin Family had a phase one done on the filling <br />station site.
