MINUTES <br />CITY COUNCIL <br />MARCI{ 25, 1998 <br />one was done and indicated that the Guerin's do have a letter from the <br />PCA indicating that the site is clean. The Administrator reported that <br />there had been a phase one done on the Budget Power site, however. <br />The Administrator felt that the phase one was necessary since the City <br />may acquire the property and then sell it for redevelopment. <br />Mrs. Scalze introduced the followin~ resolution and moved its adoption: <br />RE.SOI. UTION N0. 98-3-G9 - APPROVING THE RIGHT OF ENTRY <br />AGREEMENT FOR 7HE GUERIN PROPERTYAND <br />AUTHORIZING THE MAYOR TO EXECUTE THAT ACREEMENT <br />ON 13EHAI.F OF THE CITYAS WEI.I, A.SAUTHORIZING CITY <br />STAFF TO ORDER A PHASE ONE ENVIRONMENTAI, STUDY OF <br />THE GUERIN PROPERTY <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Scalze, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />HISTORICAL Dick Krumm, architect for the Historical Society project, presented the <br />SOCIETY Council with bid packages for portions of the project as well as his <br />BIDS recommendation for award of each of these packages. With re~ard to Bid <br />Package #9, Rough Carpentry, and Bid Package #10, Finish Carpentry, <br />Krumm recommended that these packages be awarded to the same <br />contractor, Jespersen Homes. Krumm felt that from a coordination <br />standpoint it would be better to have the same contractor doin~ both the <br />rough and finish carpentry. In combining the bids for each of these <br />packages, Jespersen Homes is the low bidder. Krumm indicated that he <br />also questioned that the $3,800 bid by J& K Builders would be adequate <br />to complete the finish carpentry work. <br />With re~ard to Bid Package #29, Electrical, Krumm recommended that <br />these bids be rejected given they are substantially over budget and would <br />be about 25% of the total project budget. Krumm felt that a 2,000 square <br />foot addition did not merit this level of expense, and indicated that he <br />would work with the contractors and try to establish some ~uidelines and <br />parameters for a design/build for the electrical work. Krumm suggested <br />that the City purchase the electrical fixtures and hire a contractor for the <br />labor. <br />The City Administrator pointed out that wiChout the electrical package, the <br />bids recommended to be awarded this evening are $18,730 under the <br />architect's budget. <br />
