MINUTES
CITY COUNCIL
SEPTEMBER 23, t998
*PROCI,AIMING OCTOI3ER S THROUGH 11, 1998 AS CITIES
WEEK WITHIN THE CITY OF I,ITTI.E CANADA
The foregoing resolution was duly seconded by Fahey.
Ayes (5) Morelan, Fahey, Pedersen, Scalze, LaValle.
Nays (0). Resolution declared adopted.
RiCE STREET/ Mayor Fahey reviewed the letter received from Kim Wise of Cinemark
LTTTLE indicating that it was his goal to have a finalized Lease Agreement and
CANADA ROAD Development Agreement by the end of September. Given this timeline,
REDEVELOP- Fahey indicated to Chris Moarn that it was highiy unlikely his project
MENT AREA would be able to proceed in November.
Chris Moarn reported that he is discussin~ space plans with CI Title. A
lot of what CI Title will do depends on what happens with the theater
proposal and whether there is a restaurant on the first floor ofthe buildin~.
Moarn stated that he understands the situation and hopes the Cinemark
proposal moves forward. Moarn hoped that he would be able to break
ground on a project north of Little Canada Road in the spring.
Morelan asked if the City was sure that Cinemark had contacted the
surveyoer. The Administrator replied that he has confirmed this.
Pat Dalton, 30-year Roseville resident, and ] 5-year Little Canada business
owner, indicated that he is willing to pay $21 per square foot to move into
Little Canada because if the redevelopment project comes together that
level of rent will be worth it. Dalton indicated that he is committed to a
20,000 square foot space, and was disappointed that the Cinemark project
is not moving along faster. Dalton indicated that if the City has an anchor
tenant like a theater, the rest of the redevelopment will proceed easily.
LaValle asked if Dalton would commit to the space even if the theater
project did not proceed. Dalton indicated that while it would make a
difference, retail would be more affected than would his business. Dalton
stated that he has confidence in the people in Little Canada. Dalton felt
that redevelopment must start somewhere, and having an anchor tenant
was the answer.
Fahey thanked Dalton for his interest in the City.
6
