MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1998 <br />REDEVELOP- reported that he and Rusty Fifield met with Moarn regarding the financial <br />MENT implications of the development. Fifield is preparing an analysis which <br />will be reviewed with Moarn within the next few days. <br />The Administrator reported that the owners of the Market Place Shopping <br />Center are dealin~ directly with Cinemark. They are evaluating the <br />possibility of buildin~ the theater and leasing it back to Cinemark. <br />The Administrator further reported that the public purpose hearing <br />pursuant to eminent domain proceedings on the Guerin property was held, <br />and the ruling was in favor of the City. The City will receive title to this <br />property no later than December 28 with a purchase price determined after <br />the first of the year. <br />The Administrator informed the Council that Sherman Rutzick is <br />interested in proposing a senior housin~ development on this property, and <br />would like to know if the Council is interested in this type of concept. <br />Morelan indicated that he had no problem with senior housing within the <br />site in general, but how senior housing would commingle with the rest of <br />the redevelopment he did not know at this point. Council discussed this <br />concept, and felt that senior housing would have to be a component of a <br />larger development that would include commercial as well. Concern was <br />expressed with the development of senior housing on the Rutzick property <br />and the ef~'ect this would have on a theater development south ofLittle <br />Canada Road. <br />LaValte asked about the reconstruction plans for Little Canada Road. The <br />Administrator replied that the County has not finalized the plans as yet <br />given that additional right-of-way is needed on the south side of Little <br />Canada Road to allow a street alignment based on the streetscape <br />proposal. The rational for the additional right-of-way from the south, was <br />the ability to push the road further south given the City's purchase of and <br />removal of houses on the north side of Round Lake, and the lessen impact <br />on the parking lots for the Vitale shopping centers. There are only three <br />properties to deal with for additional right-of-way on the south side of <br />Little Canada Road versus more on the north side. <br />LaValle stated that he would like an update from the County on the issue <br />of the Little Canada Road reconstruction. LaValle pointed out the new <br />possibility that the theater could be developed north of Little Canada <br />Road. LaValle noted that Chris Moarn is talkin~ about construction of his <br />development beginning in April of 1999, and suggested that the City needs <br />to reso(ve the road issue before that time. <br />7 <br />
