MINUTES CITY COUNCIL NOVEMBER 10, 1998 some discussion with Sheriff Fletcher. It was the consensus of the Council that some direction is needed from the City. With regard to Professional Development, LaValle ranked this area at "E" commentin~ on the leadership the Administrator provides to staff. Morelan agreed with an "E" ranking noting that the Administrator is an excellent communicator and leader. He constantly challenges himself and his staff to be creative and innovative. Scalze provided an "E° ranking noting that the Administrator was a strong leader, yet part of the team. Pedersen agreed with an "E" ranking. The Administrator thanked the Council for their comments and agreed with the comments made relative to the strong staff which is in place. The Administrator commented on the good relationship between Council Members as well as with the staff, and indicated that this is not so in some communities. With regard to the comment on code enforcement, the Administrator felt that with the addition of Elizabeth Mursko as a full-time Code Enforcement Officer, a lot of improvements will be made, particularly in Ryan Industrial Park. With regard to comments relating to innovation, the Administrator felt there were things that Little Canada does that other cities are not doing. He also commented that if he or the staff becomes aware of things othe~• cities are doing which are good ideas, these are incorporated into Little Canada's efforts. Morelan noted that he has attended LMC conferences at which many presentations have been made on a variety of subjects. Morelan noted that staff has brought back some ideas from these conferences. However, a large portion of the information presented just has not applied to Little Canada. The Administrator reported that there are some efforts which are spearheaded by larger cities, which a small city like Little Canada can take advantage of once all the details are worked out. He also commented on eft'orts that larger cities made which might not always be worth the time and effort. The Administrator also updated the Council on staff's review of an upgraded phone system which should result in more efficient use of staff time. With regard to comments made about consultants' reports, the Administrator agreed that there have been problems with some of the reports. He informed the Council of a change is submission deadlines which was recentiy made in order to give the staf~'more time to review reports prior to public meetings.
