MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1998 <br />some discussion with Sheriff Fletcher. It was the consensus of the <br />Council that some direction is needed from the City. <br />With regard to Professional Development, LaValle ranked this area at "E" <br />commentin~ on the leadership the Administrator provides to staff. <br />Morelan agreed with an "E" ranking noting that the Administrator is an <br />excellent communicator and leader. He constantly challenges himself and <br />his staff to be creative and innovative. Scalze provided an "E° ranking <br />noting that the Administrator was a strong leader, yet part of the team. <br />Pedersen agreed with an "E" ranking. <br />The Administrator thanked the Council for their comments and agreed <br />with the comments made relative to the strong staff which is in place. The <br />Administrator commented on the good relationship between Council <br />Members as well as with the staff, and indicated that this is not so in some <br />communities. With regard to the comment on code enforcement, the <br />Administrator felt that with the addition of Elizabeth Mursko as a full-time <br />Code Enforcement Officer, a lot of improvements will be made, <br />particularly in Ryan Industrial Park. <br />With regard to comments relating to innovation, the Administrator felt <br />there were things that Little Canada does that other cities are not doing. <br />He also commented that if he or the staff becomes aware of things othe~• <br />cities are doing which are good ideas, these are incorporated into Little <br />Canada's efforts. <br />Morelan noted that he has attended LMC conferences at which many <br />presentations have been made on a variety of subjects. Morelan noted that <br />staff has brought back some ideas from these conferences. However, a <br />large portion of the information presented just has not applied to Little <br />Canada. <br />The Administrator reported that there are some efforts which are <br />spearheaded by larger cities, which a small city like Little Canada can take <br />advantage of once all the details are worked out. He also commented on <br />eft'orts that larger cities made which might not always be worth the time <br />and effort. The Administrator also updated the Council on staff's review <br />of an upgraded phone system which should result in more efficient use of <br />staff time. <br />With regard to comments made about consultants' reports, the <br />Administrator agreed that there have been problems with some of the <br />reports. He informed the Council of a change is submission deadlines <br />which was recentiy made in order to give the staf~'more time to review <br />reports prior to public meetings. <br />
