MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1998 <br />With re~ard to Long Range Planning, Morelan provided an "E" ranking <br />commenting that the Administrator does a~ood job of facilitatin~ long <br />range plannin~ through the budget process and the goal setting session. <br />For commendations, Morelan stated that he believes the Administrator and <br />his staff has made every effort to implement the long range plan for the <br />downtown area, even though not much progress has been made. Scalze <br />provided an "M" ranking suggesting that the Council receive more <br />information on what other cities are doing. Pedersen provided an "M" <br />ranking commenting that he is not sure what other cities are doing or even <br />the Le~islature. There seems to be more dealing with the immediate. <br />LaValle provided an "E" ranking in this area. <br />Scalze ranked Relationship with Public/Public Relations at "E" <br />commending the Administrator on the enthusiasm displayed by <br />employees, that staff at City Hall seems active and seems to enjoy their <br />jobs. Pedersen provided an "E" ranking stating that the City has a good <br />public image. LaVaile provided an "E" ranking commenting on the <br />Administrator's ability to handle people. Morelan provided an "E" <br />ranking commenting that the Administrator has an excellent relationship <br />with virtually all of the City's stakeholders, as does staff. Suggestions for <br />improvement include a more proactive contact with the public through the <br />media. <br />Intergovernmental Relations was ranked at "M" by Pedersen. Pedersen <br />indicated that the Administrator may have contacts with immediate <br />neighbors, but was not sure how much time was left to maintain contacts <br />with other cities. LaValle provided an "E" ranking, although he stated he <br />was not knowledgeable of the level of contact the Administrator had with <br />the State, County, or other municipalities. LaVaile noted that any dealings <br />with these groups have typically gone well. Morelan provided an "E" <br />ranking using negotiations with the City of Maplewood as an example of <br />the Administrator's ability to successfully relate to otherjurisdictions. <br />Commendations noted the Administrator's selection as a presenter at the <br />annual LMC conference, work done to amend State Law relative to the <br />expenditure of 10% charitable gambling funds, his work to obtain FEMA <br />funding to assist with storm ciean up, and grants obtained from the Met <br />Council, Ramsey County Waste Recycling, and MN ReLeaf Program. <br />Scalze provided an "M" rating commenting that the City needs to get a <br />grip on law enforcement issues within the City - not just easy <br />enforcement. She also suggested more ideas or updates on Roseville <br />activities. Scalze commended the Administrator in that Little Canada is of <br />utmost importance to him and this is so in all he does. <br />At this point the Council spent some time discussing the enforcement <br />activities of the Ramsey County Sheriffl s Department and the need for <br />
