MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />Kwapick stated that coming into this, he was opposed to allowing the boats to launch from the private <br />property. He stated that if all the other conditions were met, he would be okay with the boats <br />launching from the property. He noted that they would have the ability to review this if issues were to <br />arise. <br />Miller commented that the megaphone has already been eliminated. He stated that he lives across the <br />street from Gervais and received comments in support of the club and believed that other issues could <br />be talked about. He stated that perhaps the club should join the lake association. <br />Malone stated that it seems like residents must have permission to use the lake when the club is on the <br />lake. She stated that perhaps the club should have been proactive in speaking to all lake users or the <br />President of the lake association. <br />Miller commented that the club has now been on the lake for almost one year and has learned a lot. <br />Mayor Fischer commented that if they are approving this, they would have the conditions included. <br />He stated that the feedback is split between those who support this, those who oppose, and others who <br />are in the middle. He hoped that the Council could better identify where the lines are to keep everyone <br />in their own lane, recognizing that some people will never be happy no matter the choice that is made. <br />Miller noted that there was a time when jet skis were not liked on the lake. He noted that this is a <br />public lake. <br />Mayor Fischer commented that this would legislate that those gaining the privilege would be good <br />neighbors. He stated that in his opinion, 25 people are 25 people, whether they are youth or adults. <br />Malone stated that perhaps only three lanes are allowed at one time. Kwapick stated that if they <br />launched from a public launch, there would be no restriction. Malone commented that she would want <br />to see a mandate for the number of lanes and boats on the lake at one time. <br />The Community Development Director commented that staff would need to enforce these conditions. <br />He noted that a megaphone is one thing, but it would be difficult to enforce rowing lanes as someone <br />could go off course. <br />Malone commented that all the regulations on the lake would be hard to enforce. Kwapick stated that <br />they are not dictating what can happen on the lake, just on land, with the exception of a megaphone. <br />Mayor Fischer confirmed that the Council agreed with up to 25 people in total, including the coaches. <br />The Community Development Director confirmed that is how the condition is written to have no more <br />than 25 people on the property. He noted that a coach could take their own boat from Maplewood. <br />Mayor Fischer confirmed that they would prohibit the megaphone, activity should be limited to once <br />daily, and it would be up to the club as to whether the daily activity is for children or adults. He asked <br />if the organization is a youth organization. <br />10 <br />
