MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />Dupont commented that the organization is a youth organization, but there are adults who want to learn <br />to row as well. He stated that once the adults learn to row, they then go to different rowing clubs. He <br />noted that the adult program subsidizes the free youth program. He commented that they could operate <br />the adult program from the beach. <br />Malone asked what the other rowing clubs do for youth and whether they could partner with them. <br />Dupont commented that those clubs operate on the rivers, which is dangerous. <br />Mayor Fischer commented that the 25 would be the number of participants, and the club can choose <br />whether that is adults or youth. <br />The Community Development Director commented that the established times and numbers were meant <br />to address the concern of residents that they were unsure when the club would be on the lake and how <br />many rowers would be on the lake. <br />Malone commented that she would prefer that they not list specific streets to prohibit parking and <br />instead just state no parking on public streets. <br />Mayor Fischer acknowledged that the resident and Dupont would be points of contact. He stated that <br />he would prefer to restrict this activity to weekdays. <br />Miller asked if they could allow an earlier time on Saturdays. Mayor Fischer commented that he <br />would support an earlier time on Saturdays, as they would not have a megaphone. <br />Malone commented that she would prefer to ask all lakeshore owners. Mayor Fischer commented that <br />the job of the Council is to make these decisions. <br />Malone commented that this would impact everyone on the lake. Miller noted that this is a public lake. <br />Mayor Fischer commented that those residents live on the lake, but that does not give them a louder <br />voice than anyone else in the city. <br />The Community Development Director commented that a notice is required within 350 feet of the <br />home, but the lake association was also notified, and additional communication was made with the <br />association directly. He stated that this is the most public comment that has been received since his <br />time with the city, including a 160-unit apartment building project. <br />Mayor Fischer commented that this allows the city to impose conditions. He stated that if this is <br />denied, the club could operate out of Gervais Beach without any conditions. He stated that this allows <br />the ability to partner and share the resource. <br />Malone commented that the lake is surrounded primarily by private homes. Mayor Fischer <br />commented that those homeowners were invited to participate, and many of them did, through <br />comments provided by Ms. Rivard. Malone commented that in those comments, only three people <br />liked the club. Mayor Fischer commented that only five or six said they did not like the club. He <br />stated that this is the process where they take the information received and make a decision. <br />11 <br />
