MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />The Acting City Administrator stated that the Council is also asked to authorize use of a summary <br />publication of the ordinance. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no further comments from the public. Upon motion by Miller, seconded by Kwapick, the <br />public hearing was closed. Ayes (4). Nays (0). Motion adopted. <br />Mayor Fischer thanked Miller for his representation of the city on the Cable Commission. Resolution declared adopted. <br />gfimlv� M� <br />CONSIDER A SPECIAL HOME OCCUPATION PERMIT FOR 2612 EDGERTON STREET <br />The Community Development Director presented a request for a Special Home Occupation Permit for <br />2612 Edgerton Street from Lake Phalen Rowing. He provided background information on Lake <br />Phalen Rowing and the related permit request. He stated that City staff received several complaints <br />about the property and then followed up with the property owner, explaining that they must apply for <br />the Special Home Occupation Permit or move the activity to another property. He provided additional <br />details on allowed home occupations and those that would require a Special Home Occupation Permit. <br />He reviewed the information that is used to complete the review of a Special Home Occupation Permit, <br />along with the outside agency review that was completed. He noted that staff received 12 comments <br />from residents, six in favor and six against. He reviewed the concerns of residents opposed to the <br />request related to noise, street parking, equipment storage, frequency of activity/accuracy of <br />N <br />
