MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />commented that they are not running the club and are simply the parents of two club members. He <br />stated that they have their own property insurance but are also named on the club's insurance policy. <br />Malone asked if the club is actively searching for another long-term location. Hildebrandt stated that <br />they cannot speak to that and are simply offering their location as a temporary fix. She hoped that the <br />club would find a longer -term solution prior to when their youngest son graduates in 2029. She <br />welcomed help if the city has additional connections they could provide them, but would like an <br />opportunity for the youth to continue rowing in the meantime. <br />Kwapick asked when the residents moved to the home. Hildebrandt replied that they purchased the <br />home on July 18, 2024, and moved into the home in August of 2024 once the renovations were <br />completed. <br />Kwapick asked if there are dues to participate in the club. Hildebrandt commented that they pay $ 100 <br />per student per month and do not receive any funds or discounts for allowing their property to be used. <br />Miller stated that he loves seeing the boats on the water. He asked how the children and coaches use <br />restrooms if they do not enter the home. Hildebrandt stated that if there was an emergency situation, <br />they would let them use the bathroom, but everyone is responsible for handling their needs prior to <br />arrival. <br />Miller asked if their sons row on their own or whether they always have coaches. Hildebrandt replied <br />that their sons row on their own outside of club hours. <br />Mayor Fischer thanked the residents for speaking and for their volunteer efforts with the sports <br />association. <br />Mike Dupont, volunteer coach and Chair of the rowing club Board, introduced himself, noting that <br />there is a total of three people on the Board. <br />Mayor Fischer stated that he would like to understand more about why the club is no longer on Lake <br />Phalen. <br />Dupont replied that there is not a safe place to store boats, the public launch had glass, and vehicles <br />were being damaged. He referenced a section of Little Canada City Code, which he believes states <br />that a riparian property owner can grant access to others without additional permissions being needed. <br />He recognized that this is a temporary situation as they look to find a more permanent home and noted <br />that their situation is similar to Dragon Divas. He stated that business has adults, and when they send <br />two boats, there are approximately 44 adults, and those people are parking at the park and going out of <br />a home. He stated that Dragon Divas operates three days per week. <br />Mayor Fischer recognized the safety concerns of glass at the launch and vehicle damage, noting that he <br />believes those things could be resolved. He stated that Lake Gervais is a shared resource with a public <br />beach, public launch, and private residences. He stated that Lake Phalen does not have motorized <br />boats, and the people who live around it do not have lake access, and therefore seems more logical. He <br />1 <br />
