MINUTES <br />CITY COUNCIL <br />JUNE 239 2025 <br />stated that there is a lot going on and a lot of restrictions that are being tossed around and are being <br />considered. He noted that not all residents will be in favor of this operation. <br />Miller stated that the homeowner has stated that they will be the point of contact and asked how they <br />would ensure that the club and coaches are following the rules. <br />Dupont commented that when they have rowers start, they say "attention, go," which could have been <br />misunderstood by a resident. He stated that they do not use profanity. He commented that they do <br />need to communicate, and that is done with a louder voice. He stated that when a megaphone is used, <br />it is for a command and is not loud music or the noise of a jet ski. <br />Malone stated that if the homeowner is the point of contact, but not part of the business, that seems to <br />be a telephone situation where a message is getting passed down. Dupont commented that the property <br />owner is just providing them with access. Mayor Fischer commented that there should be two points <br />of contact, one of which is the homeowner, and another should be a coach/Board member. He stated <br />that different complaints or concerns would then be addressed by the appropriate party. Dupont agreed <br />that he could be the second point of contact. <br />Kwapick stated that this is providing the shore to lake access, and once someone is on the water, they <br />are subject to the lake regulations. He stated that if someone is breaking the rules on the lake, a <br />resident would call the Ramsey County Sheriff s Office, like any other complaint on a public water <br />body. He stated that if the club were to launch at the boat launch, the city would not have control over <br />that. <br />The Community Development Director asked the Council to discuss parking and whether that can <br />occur at City Hall. <br />Malone recognized that the business would most likely want to grow in the future, and this permit <br />would have a cap of 25 students. She asked if they are pursuing a new location. Dupont commented <br />that while they would like to add a second location, they have never had more than 19 kids on the <br />water. <br />Mayor Fischer asked and received confirmation that the coach would work with City staff on the <br />parking agreement if they wish to use the City Hall parking lot. He stated that if the rowing club were <br />operating three or four days per week, he believed there would be fewer complaints. He noted that <br />having this operate six days per week is a lot and is where it becomes an occupation. He asked if the <br />club would consider eliminating Saturday mornings. Dupont commented that these kids want to be on <br />the water six days per week. <br />Mayor Fischer commented that there is a tremendous amount of demand for the lake, particularly on <br />the weekends. Dupont replied that they operate from 8 a.m. to 10 a.m. on Saturday morning. He <br />stated that they could begin earlier, but they are aware there are water-skiers on the lake. <br />Mayor Fischer commented that he would treat this as a public hearing and allow comments to be <br />received, providing instructions for the process to ensure that everyone is respectful and provided with <br />an opportunity. <br />W1 <br />
