MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1998 <br />The City Engineer questioned enforcement that that restriction. The <br />Engineer stated that his position was not to place additional restrictions on <br />roads unless the neighborhood tells the City there is a problem. <br />Fahey pointed out that there would be a small incremental difference in <br />traf'Fic between a three lot and a four-lot development. Therefore, he did <br />not support the cost of a traffic study to determine the dif~'erences in traffic <br />volume as a result of one more lot. Fahey also pointed out that the <br />Council asked the City Attorney if the City had the ability to deny a plat if <br />it meet the standards of the City's Subdivision Ordinance. The City <br />Attorney has replied that the plat cannot be denied if it is in compliance <br />with the Subdivision Ordinance. <br />Fahey pointed out that the plat previously consisted of five lots. The City <br />raised concerns with the five-lot development and, as a result, the plat was <br />reduced to four lots. Fahey felt that this was a reasonable response on the <br />part of the developer to the City's concerns. Fahey felt that approval of <br />the preliminary plat as presented should move forward. <br />Scalze pointed out that the addition of the fourth lot requires development <br />of a 24-foot road. Scalze questioned the financial feasibility of adding the <br />fourth lot ~iven this requirement. <br />Kimmes replied that the four-lot plat allows the houses to be spaced <br />evenly along the development, and makes the best use of grades. <br />The City Administrator reported that John Grabrick of Greenbrier Circle <br />could not be at this evening's meetin~, but called to voice his continued <br />concern about drainage problems on County Road B-2 and Greenbrier <br />Circle. <br />Morelan pointed out that post development run-offwill be less that pre- <br />development. The City Engineer replied that this is correct. Run-off to <br />the south will increase into the highway ditch. The Engineer stated that <br />the Gilanderi Addition grading will help ai(eviate some of the existing <br />drainage problems on County Road B-2. <br />The City Administrator reported that the Watershed is evaluating the <br />County Road B-2 turn-back and drainage patterns and will be placing <br />additional piping at the intersection of Greenbrier Circle and County Road <br />B-2. However, the Watershed's drainage improvement plans are not <br />finalized at this point. <br />Wiley Bennett, 795 Viking Drive, reported that three years ago when the <br />road improvement was bein~; discussed, the neighborhood was informed <br />
