MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1998 <br />David Farley, 777 Viking Drive, asked about the concept of lowering the <br />road and whether or not 4he reliever road would be lowered. Farley <br />pointed out that the 12-foot reliever road provides buffering from <br />Highway 36. <br />The City Engineer replied that the road will be lowered by a half foot at <br />the largest reduction. The road at the southern point will match the <br />existing grade. The Engineer pointed out that the road is bein~; lowered as <br />a result of his comment regarding driveway elevations on the new houses. <br />The lower elevation will allow these driveways to drain toward the street. <br />Farley indicated that he is opposed to the four-lot development. Farley <br />indicated that at the time the Gilanderi Road improvement was done, the <br />property owners in the area were informed that the Kimmes property <br />wou(d <~evelop as two lots, possibly three. Farley indicated that the <br />neighborhood was willing to compromise at a three-lot development <br />fee(ing this pushed the edge with regard to the character of the <br />neighborhood. Farley stated that havin~; gone to the edge of compromise, <br />the four-lot development is taking the neighborhood beyond what it <br />thought or believed possible with this property. Farley also expressed <br />concern with the drainage at the northwest portion of the plat, and <br />indicated that he has seen nothing that will addresses the concerns raised <br />at the Planning Commission meeting. <br />~'arley expressed further concern with the additional traffic that this plat <br />will generate in the neighborhood, specifically on the 12-foot wide <br />reliever road. Farley stated that he has seen no response to the requests for <br />research into the impact that this traf~'ic will have on the area. Farley <br />stated th2t he would like to see a study that applies civil engineering <br />standard~ to the traffic issue showing what would be reasonable within the <br />parame'ers ofpublic safety. Farley felt that preliminary plat approval <br />should',~~ withheld until the results of a traffic study are available. <br />The City Engineer pointed out that of the four-lot proposal, three lots <br />woutd front on Viking Drive. These additional three homes would <br />generate between six and ten trips per home per day, or an additiona( 30 <br />trips per 24-hour period. With regard to the reliever road, the City <br />En~ineer stated that he did not feel the increase in trips would exceed what <br />the 12-foot wide road could handle. <br />Scalze suggested that the reliever road be made one-way. <br />
