MINUTES <br />CITY COUNCIL <br />JANUARY 14, 1999 <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RE.SOLUTION NO. 99-I-3 - RECONVENING THE REGULAR CITY <br />COUNCIL MEETING <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, More(an, Fahey. <br />Nays (0). Resolution declared adopted. <br />CONCEPT Mr. Mike Kalscheuer of Told Real Estate appeared before the Council to <br />FOR ST. discuss the concept development of the property along Rice Street just <br />PAUL WATER north of the railroad tracks formerly owned by the St. Paul Water Utility. <br />DEPARTMENT Kalscheuer gave the Council a brief outline of the experience of Told <br />PROPERTY - Real Estate and reported that they currently have a purchase agreement <br />TOLD on this property. Told Real Estate is marketing the property as a"build to <br />REAL ESTATE suit" site, and feel that the most likely users of the property would be <br /> office/warehouse. Kalscheuer reported that while the site has convenient <br /> access to the freeway system, the railroad tracks on the south and west <br /> property lines is a drawback. An additional drawback is the nearby <br /> location of lower-cost buildings in the area. A potential user of the site <br /> would want outside storage, railroad access, and would want to max the <br /> site out with building square footage. Kalscheuer further noted that the <br /> property is zoned Planned Unit Development. Therefore, it is not definite <br /> what would or would not be allowed to be deve(oped on this site. <br />Kalscheuer presented some diagrams showing the type of building that he <br />felt would be deve(oped on this site. Kalscheuer anticipated a 15% office <br />use, a building constructed of pre-cast concrete with truck access, and the <br />o~ce portion ofthe building overlooking the pond. <br />At this point in the meeting, 7:47 P.M., there was a power outage. <br />Council temporarily adjourned. <br />The meeting was reconvened at 8:15 P.M. However, the power had still <br />not been restored. <br />Fahey indicated that the consensus of the Council is that a warehouse use <br />is not the highest and best use of the property. A warehouse that includes <br />between 25 and 40 percent ofFice space would be more desirable. <br />Kalscheuer stated that he understands the City's goals. However, it may <br />be difficult to attract the type of use we want due to some constraints the <br />
