MINUTES CITY COUNCIL JANUARY 14, 1999 site poses. TIF inay be necessary to help with the development of an upscale building. The Mayor and Council indicated that TIF inay be an option if the City would get a higher use on the property. Sca(ze pointed out that Ryan Industrial Park is being upgraded through the City's code enforcement efforts. Kalscheuer stated that TIF would make development of the site worth pursuing. Told Development is excited about the prospect if the City is the City is wi(ling to work with them. Scalze stated that the City wants the highest and best use of the site. It is one of the nicest pieces the City has left to develop. TIF could be used to the City's and developer's mutual benefit. Morelan agreed with the Council's comments. He would like to see an outstanding building developed on this site. Morelan stated that he would like to see a development that adds to the City's tax base as well as creates jobs. Morelan indicated his willingness to look at TIF. Pedersen asked if a campus setting was out of the question. Kalscheuer replied that 7 acres would be needed to work with to achieve a development with a campus settin~. Kalscheuer also indicated that the definition of"campus" is somewhat subjective. It may be possible with some of the amenities that are present. However, this depends on the whims of the ultimate user. Fahey restated the consensus of the Council's to work with them to achieve a hi~her end use.
