Scalze reviewed the <br />history of this business that began in 1984 with the demolition of the <br />Northwestern Bank building. Scalze noted that Mr. Frattalone had always <br />indicated that this property would be a building site. Scalze indicated that <br />this business does not generate much in property taxes for the City. <br />Fahey agreed that if another property owner had a simitar business, it <br />should be allowed. This could be addressed with licensing standards. <br />Scalze did not feel the City had the option to license a business that was <br />not allowed by Code. Fahey suggested that a remedy would be to amend <br />the Code. <br />Morelan stated that he would not be excited about trying to attract a <br />stockpiling/recyclin~ business to Little Canada. However, the Frattalone <br />business has operated in the City for several years and seems to be a good <br />business. The business creates jobs and provides a needed service. <br />Morelan stated that he did not find the business particularly offensive, and <br />had no problem with it continuing. However, he would not want to see <br />more than one of these businesses operating in the City. Morelan pointed <br />out that City Code provides for only one bingo hall in the City, and asked <br />if there was a way to limit stockpiling/recycling businesses to one. <br />Fahey asked ifthis could be done. The City Administrator reported that <br />his purpose in puttin~ this item on the agenda this evening is for the <br />Council to discuss whether or not it wanted to allow the business to <br />continue, and, if so, staff would then research the options. <br />Scalze pointed out that the City has an agreement with Frattalone that he <br />would stop operating the business within a certain period of time. <br />Therefore, the discussion is not related to the renewal of a permit, but <br />rather to renewal of an agreement to quit doing what he is doing. Scalze <br />pointed out that the business is not allowed by Code. <br />Fahey stated that that has been the understanding from day one, and the <br />City has aliowed the business to continue. Fahey also pointed out that the <br />City can order the business to cease if it so chooses. Fahey commented <br />that in observing how the business operates, he did not feel it has been <br />detrimental to the City and would be open to a licensing arrangement. <br />Scalze pointed out that the bingo hall is a taxpaying entity. This business <br />is not. Frattalone reported that this business pays approximately $20,000 <br />in property taxes per year. <br />
