MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 19, 1999 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was held on the 19~~' day of January, <br />1999 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Acting Mayor Bever(y Scalze called the meeting to order at 6:30 P.M. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL: Acting Mayor Ms. Beverly Scalze <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Bob Pedersen <br />ABSENT: Mayor Mr. Michael I. Fahey <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mr. Tom Sweeney <br />City En~ineer Mr. Terry Maurer <br />Public Works Dir. Mr. Greg Schroeder <br />Deputy Clerk Mrs. Kathy Glanzer <br />1999 Actin~ Mayor Scalze reported that the purpose of tonight's meeting <br />IMPROVEMENTS is to conduct improvement hearings for the 1999 projects. <br />1VIINNESOTA Scalze opened the public hearing to consider the improvement of <br />AVENUE Minnesota Avenue from Rice Street to its termination as a public <br />IMP. NO. 98-24 right-of-way at the entrance of Cobblestone Village by street <br />reconstruction, concrete curb and gutter, concrete driveway aprons, and <br />storm sewer. <br />The City Engineer reported that in 1998 the City adopted a pavement <br />management rating system, and using that system, Minnesota Avenue had <br />a pavement condition index of 32 out of a possible 100 points. Any <br />ranking less than 60 means that the roadway merits reconstnzction. <br />The Engineer reported that that the width of Minnesota Avenue is 42 feet <br />near Rice Street and 32 feet for the remainder of the road. The <br />reconstruction wou(d maintain the same width, but would include the <br />addition of concrete curb and gutter. Modifications are planned to the <br />
