MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />existing storm sewer as well as the addition of a catch basin in Bally's <br />parking lot in order to resolve some drainage problems in the area. <br />The Engineer reported that the estimated cost of the improvement is <br />$178,20C~.00. The commercial assessment rate is estimated at $64.35 per <br />front foot, and using the odd-shaped lot formula, the assessment for <br />Cobblestone Village townhomes is estimated at $51,400.00, oi• sli~htly <br />less than $21.00 per front foot. The Engineer reported that there are 34 <br />townhomes in Cobblestone Village. However, using the odd-shaped lot <br />formula, the townhomes would be assessed for the equivalent of 32 units <br />at a minimum fronta~e of 75 feet. <br />Ray Thul, Cobb(estone Village Townhome Association, questioned the <br />amount of assessment for the townhomes, pointin~ out that the frontage <br />that the townhomes has on Minnesota Avenue is limited to their entrance <br />area. <br />The Engineer pointed out that Minnesota Avenue is needed by the <br />townhomes for ingress and egress. The odd-shaped lot formula was used <br />to determine the assessment for Cobblestone since the rational was that <br />this situation is similar to a residential lot at the end of a cul-de-sac. The <br />Engineer pointed out that assessing Cobblestone for only the amount of <br />frontage on Minnesota Avenue would increase the commercial assessment <br />rate to approximately $100 per front foot. <br />It was pointed out that Stephanie Court and Stephanie Circle within <br />Cobblestone Villa~e are private streets although the utilities are public. <br />Thul objected to the amount of the assessment proposed for Cobblestone <br />Village. <br />Pedersen pointed out that when Arcade Street was improved, Leeward <br />Way, a cul-de-sac located off Arcade, was not included in the assessment. <br />Pedersen asked how this situation differed. <br />The City En~ineer felt that the difference is that the streets in Cobblestone <br />Village are private. Cobblestone Villa~e consists of 7 or 8 acres of <br />property at the end of a roadway that is being improved. The assessment <br />policy does not specifically address this situation; therefore, the odd- <br />shaped lot formula was applied. <br />Scalze pointed out that at the time Allan Avenue is improved, the <br />townhomes in Pitrina Park will be assessed the cost of that improvement. <br />LaValle indicated that the City of Shoreview assessed individual <br />townhomes for the improvement of County Road F at the same rate as <br />2 <br />
