MINUTES <br />CITY COUNCIL <br />dANUARY 19, 1999 <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI,UTIONNO. 99-1-17- ORDERING THE IMPROVEMENT OF <br />VIKING DRIVE FROM MCMENEMY ROAD TO EDCERTON <br />STREET 73Y STREET RECONSTRUCTION, CONCRETE CUR13 AND <br />GUTTER, CONCRETE DRIVEWAYAPRONS, WATER MAINAND <br />STORM SEWER CONTINGENT UPON THE CITY'.S ABILITY TO <br />CAIN T~IE ADDITIONAL RIGHT-OF-WAY FROM THE <br />MINNESOTA DEPARTMENT OF TRANSPORTATION AND <br />ADTHORIZING THE CITY ENGINEER TO PREPARE PLAN.S ANS <br />SPECIFICATIONS FOR THE IMPROVEMENT <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, LaValle, Scalze. <br />Nays (0). Resolution dedared adopted. <br />LABORE RD./ Scalze opened the public hearing to consider the improvement ofLaBore <br />MCMENEMY Road from County Road D to Edgerton Street and of McMenemy Street <br />ROAD - from Little Canada Road to Viking Drive by concrete curb and gutter, <br />IMP. NO. 98-25 shou(der widening, and drainage improvements with said work to be done <br />in conjunction with cold-in-place recycling of the road surface by Ramsey <br />County Vublic Works. <br />The City Engineer reported that these roads were turned back to the City <br />by the County last year. In return for the turnback, the County will <br />upgrade the roads during 1999. Along with that upgrade, the City is <br />proposin~ the installation of concrete curb and gutter wherever it can be <br />put in. City policy has been to install concrete curb and gutter as part of <br />road reconstruction projects since it maintains and protects the edge of the <br />road, conveys draina~e, and lengthens the life of the road. <br />The Engineer reported that it should be possible to get the curb and gutter <br />along the entire length of McMenemy Road, although there is a question <br />about the section south of Sextant. Curb and gutter can be installed on <br />LaBore Road from Edgerton to Arcade Street, and perhaps just a little <br />beyond Arcade. However, from that point to County Road D it is unlikely <br />that curb and gutter can be installed given that the centerline of the road is <br />very flat and there is a rural drainage system in place. The recycling of the <br />roadway that the County will be doing wi(I not allow the City to make <br />changes in the centerline grade of the street. <br />11 <br />
