MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />that since the road will be reconstructed, the water main can be placed <br />within the roadway. Not much vegetation will need to be removed. <br />Arcand reported that he would like to widen his driveway, therefore, <br />would need a wider curb cut. The Engineer indicated that there will be a <br />construction inspector on the job. Property owners should address details <br />such as these to the construction inspector who will then work to ~et them <br />addressed. The Engineer pointed out, however, that these sorts of issues <br />will need to meet City ordinance requirements. <br />Dave Brausen asked if the water main portion of the improvement was <br />negotiable. The Engineer indicated that he recommends the installation of <br />water main given the reconstruction of the street. The street is anticipated <br />to last for a long time, and this is the time to put water main in without <br />impacting boulevards and existing vegetation. Morelan pointed out that <br />property owners will not be required to connect to City water if they chose <br />not to. <br />Brausen reported that he has a one-inch copper line in his yard that was <br />installed several years ago in anticipation of City water. Brausen asked if <br />it would be possible to use this line. <br />The City Administrator replied that if the line meets City Code <br />requirements and can be located without much difficulty, the line could be <br />used. <br />Morelan asked if curb and gutter is planned for the full length of Viking <br />Drive on both sides of the street. The City En~ineer replied that it was. <br />Morelan asked if the freeway fence was required. The Engineer believed <br />it was. <br />Brausen suggested that rather than moving the existing fence, MN DOT be <br />requested to install a sound wall or the property owners be allowed to <br />construct a privacy fence. The City Administrator reported that the City <br />will ask MN DOT about the sound wall, however, they have been asked in <br />the past and have declined. <br />Brausen reported that he had been informed by Representative Greilin~ <br />that the time to ask for a sound wa(1 is when the highway is being <br />expanded. Scalze su~~ested that Brausen contact Greilin~ to see if she <br />can provide any assistance. <br />There was no one else present wishin~ to comment on this improvement. <br />10 <br />
