MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />not be given the option. What will dictate whether or not curb and gutter <br />is installed is the grades of the street as well as the drainage system which <br />is in place. Basically all of McMenemy Street will have curb and gutter, <br />but LaBore Road east of Arcade Street will likely not have it. <br />Bernie Kuperschmidt, 2945 LaBore Road, pointed out that the County will <br />be recycling the roadway at no cost to the property owners. Kuperschmidt <br />also pointed out that concrete curb and gutter will not be installed along <br />the portion of LaBore Road where he lives. Therefore, Kuperschmidt <br />questioned why he would be assessed for an improvement that his <br />property is not receiving. Kuperschmidt also indicated that he does not <br />want curb and gutter and felt that most property owners along LaBore <br />Road did not want it. <br />Scalze asked the width of LaBore Road. The Engineer reported that the <br />width varies from 32 feet down to 24 feet. The width of McMenemy <br />Street varies from 44 feet down to 30 feet. <br />Scalze asked what will happen with shoulders. The Engineer reported that <br />the north end of LaBore Road where curb and gutter is not planned is <br />approximately 24 feet wide. The County is not planning to widen this <br />pavement as part of the recycle project since widenin~ the road would <br />change drainage patterns. In other areas of LaBore Road and McMenemy <br />Street it is planned that there would be a minimum of two 1 I-foot drivin~; <br />lanes w~th 5-foot pedestrian areas on either side of the road. The <br />pedestrian areas would be striped. The Engineer indicated that there is no <br />way to widen the portion of LaBore Road that is 24 feet wide unless there <br />are major changes made outside the ditch area. This particular area would <br />have two 12-foot driving lanes. <br />Morelan asked the obstacle to widening this area. The Engineer replied <br />that cost is the obstacle. Morelan stated that he would be interested in <br />seeing t~zose figures and suggested that if it is possible to widen the road <br />and put in curb and ~utter, the project should be done right. <br />Morelan noted that an assessment hearing will be held in the fall to <br />determine how the cost of the improvement will be assessed. Morelan <br />noted that even those properties not receiving curb and gutter could be <br />considered as receiving benefit from the project since the road will be <br />recycled. From that standpoint, Morelan felt it made sense to look at <br />assessing all properties for the cost of curb and ~utter. <br />Pat Johnson, 3032 LaBore Road, asked if the City considered eliminating <br />curb and gutter from the improvement while still allowing for pedestrian <br />areas along the street. <br />13 <br />
