MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />In response to Thul's questions, the Engineer reported that access would <br />be provided to abutting properties during reconstruction and that the <br />project would be substantially complete during 1999 with the final lift of <br />blacktop to be instalied in 2000. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Morelan, seconded by LaValle, the public hearin~; was <br />closed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RES07 UTION NO. 99-1-I S- ORDERING THE IMPROVEMENT OF <br />MINNESOTA AVENUE FROM RICE STREET TO ITS <br />TERMINATIONAS A PU73I.IC RIGHT-OF-WAYAT THE <br />ENTR,4NCE OF COB73I.ESTONE VILI.AGE I3Y STREET <br />RECONSTRUCTION, CONCRETE CUR73 AND GUTTER, <br />CONCRETE DRIVEWAYAPRONS, AND STORMSEWE'R, AND <br />AUTHORIZING THE CITY ENGINEER TO I3ECIN PREPARATION <br />OF PLANS AND SPECIFICATIONS FOR SAID IMPROVEMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />EAST BROOKS Scalze opened the public hearing to consider the improvement of East <br />IMP. NO. 98-23 Brooks Avenue lying between Morrison Avenue and Savage Lane by <br />street reconstruction, concrete curb and gutter, storm sewer, and concrete <br />driveway aprons. <br />The City Engineer reported that this is the fourth time the City has <br />reviewed this project. He further indicated that under the City's pavement <br />management plan, East Brooks Avenue was evaluated and received a <br />pavement condition index of one, which is the lowest ranking of any of the <br />streets in the City. The Engineer indicated that this street is in definite <br />need of reconstruction. <br />The Engineer reported that the proposed street section would be 28 feet <br />wide with 8 inches of gravel, 3 inches of blacktop, as well as concrete curb <br />and gutter. Four additional catch basins will be added to improve existin~ <br />storm drainage. <br />
