MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />other properties along County Road E LaValle pointed out that the <br />proposed assessment for Minnesota Avenue would be approximately <br />$1,600 pertownhome unit in Cobblestone Village. <br />The City Administrator pointed out that the City has not encountered this <br />situation before, and another option to consider would be a per unit <br />assessment for each of the six properties involved. The Administrator <br />pointed out that the assessment hearing for the project would be held later <br />this fall. The Council can take this situation under advisement for a later <br />decision. It may be necessary to add another category to the City's <br />assessment policy. <br />Thul asked that the Council consider the amount of traff"ic generated by <br />each of the abuttin~ properties in considering the assessment. Thul felt <br />that Bally's, the shopping mall, and restaurants generated much more <br />traffic than did Cobblestone Vitlage. <br />LaValle pointed out that additional traffic is one of the reasons the <br />commercial assessment rate is higher than the residential. <br />Morelan asked how the multiple dwellin~ units along Demont Avenue <br />were assessed when that road was improved. <br />Pedersen pointed out that the typical residential rate for a road <br />improvement is $45.00 per front foot. The proposal is slightly less than <br />$21.00 per front foot for this improvement, while the commercial rate is <br />approximately $64.00 per front foot. <br />The City Administrator indicated that another option would be to do an <br />area assessment For the properties involved. The Administrator questioned <br />a formula that resulted in the assessment for Cobblestone Village being <br />hi~;her than the assessment for the Bally's property. The City Engineer <br />agreed that there are a couple of different ways from which to approach <br />this assessment. <br />Thul agreed that the improvement of Minnesota Avenue is needed, and <br />asked if the size of the sewer line would be increased. The City Engineer <br />replied that it is not feasible to increase the size of the sewer given the way <br />the utilities run through Cobblestone Village. <br />Thul asked ifthe roadway would be raised. The Engineer replied that it <br />would not be raised much given the elevations of existing driveways. <br />Scaize asked staff to look at assessment options, includin~; how the City of <br />Shoreview assesses townhome projects. <br />
