MINUTES
CITY COUNCIL
JANUARY 19, 1999
RESOI.UTION NO. 99-1-16 - ORDERING THE IMPROVEMENT OF
EAST 73ROOKS AVENUE LYING BETWEEN MORRISONAVENUE
AND SAl~AGE LANE BY STREET RECONSTR UCTION,
CONCIdETE CURB AND GUTTER, STORM SEWER, AND
CONCRETE DRIVEWAYAPRONS, AND AUTHORIZING THE CITY
ENGINEER TO PREPARE PI,AN.S AND SPECIFICATIONS
The foregoing resolution was duly seconded by Pedersen.
Ayes (4) LaValle, Pedersen, Morelan, Scalze.
Nays (0). Resolution declared adopted.
VIKING DRIVE Scalze opened the public hearing to consider the improvement of Viking
IMP. NO. 98-21 Drive from McMenemy Road to Edgerton Street by street reconstruction,
concrete curb and gutter, concrete driveway aprons, water main, and storm
sewer.
The City Engineer pointed out that Vikin~ Drive has been turned back to
the City by the Minnesota Department of Transportation. The City is
currently working with MN DOT to get them to turn back an additional
ten to fifteen feet of right-of-way beyond the highway fence. The City has
not yet received a response to this request.
The En~;ineer reported that the pavement condition index for Viking Drive
is 29 points out of a possible 100. Anything less than 60 points merits
road reconstruction.
The Engineer indicated that based on comments made at the neighborhood
meeting on this improvement, his office has tried to come up with a design
for the road that would address concerns raised. The proposal is to
reconstruct a 32-foot wide street, which would consist of two 11-foot
driving lanes, and two 5-foot pedestrian areas. It is proposed not to place
the roadway any closer to the homes along Vikin~ Drive than what already
exists. Therefore, the request was made to MN DOT for the additional
right-of-way. Doing so would result in retention ofthe drainage swales
and ditches which exist as well as most of the vegetation. The Engineer
anticipated that the 32-foot roadway width would be adequate to handle
traffic volumes over the next 20 year period.
The Engineer also pointed out that water main is proposed for that portion
of Viking Drive without it. An eight-inch main would be installed and
would complete the water main loop to Edgerton.
Estimate~~ cost of the improvement is $782,100.00. Assessments are
projected at $4,900.00 per lot for water main and $45.00 per front foot for
6
