MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />street reconstruction. This is based on the City's policy of assessing 85% <br />of the cost of a residential road section. A residential road section consists <br />of a 30-foot wide street consisting of 8 inches of gravel and 3 inches of <br />bituminous. The City has capped its street reconstruction assessment rate <br />at $45.OU per front foot. <br />Muriel Bianchi, 515 Viking Drive, asked for an explanation of how the <br />additional 10 to 15 feet beyond the freeway fence would impact the street. <br />The City Engineer replied that the fence would be relocated, the street <br />would be reconstructed no closer to the residential property than what <br />currently exists at the wider width of 32 feet, and there would be five to <br />seven feet beyond the curb line for snow storage. This plan minimizes the <br />disrupti~n to ve~etation. However, if MN DOT refused to give the <br />additional footage, the plan will be back to square one and other options <br />will have to be considered. The Engineer stated that he was hopeful that <br />within a week or two he would have final confirmation from MN DOT. <br />Bianchi pointed out that moving the fence will impact the neighborhood's <br />landscaping project. Bianchi asked if the Engineer was working with MN <br />DOT to ~.I( the relocation of these plantings. The Engineer replied that the <br />discussion had not gotten to that point, but that he would work on it. <br />Bianchi asked if the five foot pedestrian area would be on both the north <br />and south sides of the street. The Engineer replied that it would. Bianchi <br />asked if the bike lane would be striped. The Engineer stated that he did <br />not recommend striping the pedestrian area given the maintenance <br />required in keeping the area striped. The Engineer felt that the area should <br />operate without the stripe at first to see how it is working out. If <br />necessary, it can always be striped later. <br />Bianchi asked how someone will know where cars to and where <br />pedestrians go without the stripe. The Engineer reported that what will <br />likely happen is that drivers will gage from the centerline of the street with <br />pedestrians and bikers along the curb. <br />Bianchi stated that she favored striping the pedestrian area. The Engineer <br />stated ti-,at this could be done although he recommended that it not be <br />marked as a bike lane as a five-foot width did not meet MN DOT <br />standacds. <br />Bianchi suggested a wider the pedestrian area on just one side of the street <br />that would meet MN DOT standards and could be tied into the City's trail <br />system.
