MINUTES <br />CITY COUNCIL <br />JANUARY 19, 1999 <br />Scalze felt it made sense to strip Viking Drive since this was a natural <br />bikeway loop. <br />Bianchi pointed out that there are a number of small children in the <br />nei~hborhood, and fi•om a safety standpoint the pedestrian area should be <br />striped. <br />Scalze noted that the striping along Keller Parkway slows traffic down. <br />Kathy Johnson, 403 Vikin~ Drive, agreed with the comments made. <br />Johnson asked if the existing ditches, cu(verts, and vegetation would <br />remain. The Engineer reported that none of the trees in the ditches will be <br />impacted. There are 2 or 3 small trees that will likely be removed. <br />Steve Brausen reported that he has a storm sewer easement through his <br />property, and asked if draina~e will continue to flow through this area. <br />The Engineer replied that it would. While there may be some pipes that <br />are replaced, there will be no change in actual drainage patterns in the <br />area. There will likely be some regarding on the west end of the project to <br />get run-off into the storm sewer outlet to the highway. <br />Johnson reported that the culvert under her driveway is too low. The <br />Engineer stated that it was his recommendation that the culverts under <br />driveways not be disturbed. However, the project will result in a lot of <br />water being diverted away from driveway culverts. The installation of <br />storm sewer under the roadway will divert water into the drainage ditch. <br />The Administrator pointed out that once plans and specs are prepared, <br />property owners can take a look at them to see what is proposed in fi~ont of <br />their properties. If necessary, modifications can be made. The Engineer <br />reported that preliminary plans and specs should be ready in about three <br />weeks. The Engineer also suggested that the neighbors can get together <br />with him to discuss specific areas of concern. The Engineer suggested <br />that the property owners contact his office to arrange a time and place to <br />meet. <br />Morelan asked the type of curbing that would be used. The Engineer <br />replied that he is proposing surmountable curbing given the projected <br />traffic counts for this street as well as the pedestrian use of the road. <br />Surmountable curbing allows pedestrians to get offthe roadway quickly if <br />they need to. <br />Dan Arcand, 443 Viking Drive, asked if there was enou~h room to install <br />a water main without removing a lot of trees.
