MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1999 <br />TWIN LAKE The Council reviewed the correspondence from both the City <br />PINES PLAT Administrator and the City of Vadnais Heights relative to the Twin <br />Lake Pines development proposal. Fahey suggested that the City <br />Administrator be authorized to work with Vadnais Heights on this <br />development after an indication from the Council on their feelin~ <br />regarding a couple of the points raised by Vadnais Heights. With <br />regard to the issue of annexation, Fahey suggested that Little <br />Canada should annex the apartments located on the north side of <br />County Road D pointing out that the City bears the burden of the <br />traffic from these apartments. <br />The Administrator suggested that if the Vadnais Heights portion of <br />land involved in the Twin Lake Pines plat is annexed to Little <br />Canada, there could be some economic adjustments made such as <br />payments to Vadnais Heights in lieu of taxes for a period of time. <br />It was noted that the issue of providing City water to this plat wiil <br />need to be resolved, and the City of Vadnais Heights has <br />commissioned a study of the this issue. Vadnais Heights has the <br />need for water main to serve the Five Star Mobile Home Park, and <br />Little Canada has the need for water main to serve the Twin Lake <br />Road nei~hborhood. However, there may not be a~ood source for <br />bringing in water main to this area from either city. Options <br />include extending a water main from the City of Vadnais Heights, <br />or bringing Little Canada water main from under the freeway. <br />The next issue discussed was the dedication of park property as <br />part of this plat in order to expand the proposed Vadnais Heights <br />park and provide for public access to the lake. The Council noted <br />the opposition that was voiced previously to this concept by Little <br />Canada property owners. It was the consensus of the Council that <br />there was no interest in this proposaL The City Administrator <br />noted that the developer has indicated that there may be residents <br />of adjacent property in Vadnais Heights who would also oppose <br />additional park development. The Administrator noted that the <br />issue would be cooperating with Vadnais Heights on a park in <br />order to have some control over how that park is developed. <br />Council directed the City Administrator to work with the City of <br />Vadnais Hei~hts on the issues raised with the Twin Lake Pines <br />Addition. <br />
