MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1999 <br />RICE STREET/ Council reviewed the City Administrator's memo dated February <br />LITTLE 5, 1999 on the status of redevelopment efforts in the Rice Street/ <br />CANADA ROAD Little Canada Road area. It was noted that a meeting with some <br />REDEVELOP- potential developers is scheduled for tomorrow, and Council <br />MENT Members Pedersen and LaValle will be attending the meetin~; <br />UPDATE along with the City Administrator. <br />Scalze asked about efforts to find a location for C.I. Title. The <br />City Administrator reported that Mr. Biagini is confident that a <br />development proposal can be worked out, however, the time frame <br />that C.I. Title is working under may make that difficult. The <br />Administrator pointed out that TIF is not an option for providing <br />assistance with a development for C.I, Title. However, a tax <br />abatement may be provided there is the appropriate justification. <br />The Administrator noted that Chris Moarn is no longer interested <br />in redeveloping the Rice Street/Little Canada Road area. Given <br />that information, Fahey suggested that the City solicit a developer <br />and/or broker for the area. The Administrator also indicated that <br />he has not pursued a theater solicitation at this point since he feels <br />that he and Rusty Fifield should sit down and lay out some options <br />and a framework for a redevelopment project on the front end. <br />This information could include a financial outline <br />It was the consensus of the Council that these options be discussed <br />at the February 24`" meeting. <br />Pedersen indicated that he is skeptical about the development of a <br />theater in the Rice Street/Little Canada Road area ~iven the impact <br />a theater would have on the area. Pedersen su~~ested that the City <br />look at developments that do not include a theater component. <br />Morelan suggested that perhaps it was time to shift gears, and <br />suggested the City consider something like a community center in <br />this area. Fahey was concerned about taking property off the tax <br />rolls as well as the ability of a community center to support itself. <br />Fahey pointed out that the property has not been brokered because <br />the City was relying on a few developers to bring in proposals. <br />The City Administrator pointed out that the City only recently <br />gained control of the site at the northeast corner of Little Canada <br />Road and Rice Street. Now that it does control this site, the <br />property could be brokered. <br />
