The cost of doing so is included in the <br />project cost. <br />The City Administrator pointed out that the Watershed explained <br />that the drainage pipe will be extended past the Kneeland driveway <br />and will discharge into the ditch. However, the Administrator did <br />not recall how many feet past the driveway the piping will be run. <br />The pipe will be covered. <br />Len Pearson indicated that all these issues had been addressed at <br />the neighborhood meetings, and it was also reported at those <br />meetings that the property owners would have a chance to see the <br />final plans and specs. Pearson asked if the property owners would <br />be informed when plans and specs are complete so they can come <br />in and review them. Pearson agreed with Nardini's comments that <br />this meeting should have occurred after plans and specs were <br />prepared. <br />Fahey pointed out that plans and specs are not prepared prior to an <br />improvement hearing since the City does not want to spend the <br />money for this work on the chance the improvement may not be <br />ordered. Fahey indicated that he understood the concerns of the <br />property owners. He stated that the City wants the project done <br />right and pointed out the opportunity to work with the County and <br />Watershed to accomplish this. <br />A property owner asked when the project would commence. The <br />City Engineer reported that bids would be obtained in the middle <br />of March, and construction could start some time in May or 7une. <br />A property owner asked when the assessments became pending as <br />well as the term ofthe assessments. The Administrator reported <br />that once the improvement is ordered, the assessments become <br />pending. Assessments would likely be spread out over a 10-year <br />term at about 7% interest. An assessment hearing would be held in <br />September or October at which time the details of the assessments <br />would be known. <br />Kneeland pointed out that there are been people on his property <br />with plans for digging out the ditch, and pointed out that an <br />easement is needed for this work. The Administrator reported that <br />the Watershed would like to get the ditch work completed before <br />the frost is out of the ground. The Watershed will be contacting <br />Kneeland about a right to enter his property and a permanent <br />easement will also be needed for the City. The Watershed is <br />4 <br />
