It was noted that low-income standards must be met in <br />order to qualify for a senior citizen deferral. <br />Nardini asked if it may be better to go forward with the bituminous <br />curbing given that the road is only being recycled and not <br />reconstructed. <br />The Administrator noted that in looking at the estimates for curb <br />and gutter, the costs seem to be high. City staff has reviewed the <br />assessment calculations as well as the Engineer's estimates. In a <br />recycling project such as this, the City is picking up the cost of <br />excavation under the curb area as well as the cost of Class V <br />materials, driveway restoration. If the County did the entire <br />project and installed bituminous curbing, the City would not be <br />responsible for these costs. The City Administrator pointed out <br />that a recycle project does not result in a change of elevation of the <br />road or substantial corrections to the subsurface. The City wants to <br />make sure that property owners and the City are receiving ~ood <br />value for this money. Therefore, the Administrator sug~ested <br />ordering this improvement to be bid as an alternate pending final <br />review by the City En~ineer and the County. If the bids come in <br />too high and it is determined that the value is not there, than the <br />County could proceed with bituminous curbin~. The <br />Administrator pointed out that the issue is the road elevation, and if <br />there is the need to rebuild the road in the future, bituminous <br />curbing would be preferable at this time. <br />Nardini asked if the road would be reshaped as part of this recycle <br />project. The Administrator indicated that there would not be a <br />substantial vertical change in the grades ofthe road. However, the <br />road would be crowned to relay water to the curb and gutter. <br />Pearson reported that at the nei~hborhood meetings residents were <br />told that the elevations could be altered to the extent that drainage <br />problems would be overcome. Pearson pointed out that the <br />problem is that the south side of the street near Edgerton is higher <br />than the centerline. <br />The Administrator pointed out that when Arcade Street was <br />reconstnzcted, the elevation of the street was dropped by one foot. <br />In a recycle project, the street materials are ground up, reshaped, <br />and leveled, and asphalt is then laid over the road base. However, <br />the overall road section is not changed. <br />
