MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1999 <br />The Engineer reported that there is no opportunity for a <br />lon~itudinal grade correction on a recycle project. <br />The Administrator reported that the reconstructed street will <br />physically accept the curb and gutter. However, substantial <br />subbase corrections are not possible on a recycle project. <br />Therefore, he recommended that the improvement be bid as an <br />alternate and another look taken at whether or not a future <br />reconstruction project was needed. <br />Knudsen sug~ested that the City should not do anything permanent <br />until it is confident of the road's inte~rity. Knudsen pointed out <br />that drainage is a fundamental issue and curb and gutter relates to <br />that drainage issue. Knudsen pointed out that the issues all begin <br />to link. <br />The Administrator pointed out that the City is relying on the <br />Watershed to address the drainage problems with regard to <br />diverting water from Edgerton Street, installation of new piping, <br />etc. The issue tonight is whether or not to order the improvement <br />of concrete curb and gutter. <br />Pearson asked if the property owners will be informed when plans <br />and specs are available for review. <br />The Administrator replied that notices would be sent out to <br />property owners. He anticipated that plans and specs would be <br />ready to review in about 10 days. <br />Fahey indicated that he wanted to see engineering data on the <br />concrete versus bituminous curbing issue. He stated that he did not <br />want to put in a bituminous curb and will do nothing to help with <br />the drainage problem, and indicated he would like to be sure that <br />the concrete curb and gutter will not work before the decision is <br />made to go to bituminous. Fahey noted that a long-term solution is <br />needed for the drainage problem in this area. He also pointed out <br />that if snowplows Yake out the bituminous curbing, water will flow <br />into adjacent yards. <br />The Administrator suggested bidding the project as an alternate to <br />keep the process moving. In the meantime, these issues can be <br />addressed. <br />Nardini reported that there is currently bituminous curb on County <br />Road B-2. Nardini again stated that the property owners want to <br />
