MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1999 <br />Knudsen pointed out the extremely large width of his driveway and <br />the fact that there is no curbing now in front of his property. <br />Knudsen asked about the effect curbing would have on existing <br />drainage patterns in front of his property. The Administrator <br />sug~ested that a valley-type gutter would be placed in front of the <br />Knudsen property to assist in diverting water. <br />Nardini asked about a meeting to review plans and specs and <br />obtain additional information on the affect the project will have on <br />each property. The Administrator reported that plans and specs for <br />the curb and gutter portion of the improvement wili be ready in <br />about 10 days and notices will be sent to property owners inviting <br />them to review these plans. However, the County's portion of the <br />project will be designed in place, and no plans and specs will be <br />done. The Administrator also pointed out that once bids are <br />received for the curb and gutter project, if they are too high and the <br />City determines the value of the project is not there, the bids can be <br />rejected. <br />The City Engineer suggested that property owners can contact his <br />office and they will meet them at their properties to describe on <br />site the affect the project will have on each individual property. <br />There were no additional comments from those present. <br />Upon motion by Morelan, seconded by Pedersen, the public <br />hearing was closed. <br />Morelan asked why the project costs were so high. The Engineer <br />reported that in reviewing the estimates, it was noted that Class V <br />was being proposed while recycled Class V would be an option. <br />There are also concrete aprons proposed for each driveway versus <br />like-kind replacement. <br />The City Engineer reported that the County would like the City's <br />contractorto have the concrete curb and gutterin place before they <br />begin work on the recycling project. Therefore, the base for the <br />curb and gutter is at the City's cost. <br />Morelan suggested that if the County did the recycling first, the <br />base would already be in place for the curbing. <br />The City Administrator reported that initially sod restoration was <br />in the City's costs, however, that work will be paid for by the <br />County. <br />
