MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1999 <br />*AUTHORIZING CLOSURE OF FUND 506 AND TRANSFER OF <br />13ALANCES TO FDND 450; <br />"AUTHORIZING CLOSURE OF F[IND 501 AND TRANSFER OF <br />13AI.ANCES TO FUND 450 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, More(an, Fahey, LaVa(le, Pedersen. <br />Nays (0). Resolution declared adopted. <br />AMENDED The Council reviewed the City Engineer's letter dated February 19, <br />FEASIBILITY 1999 regarding the potential reconstruction of LaBore Road from <br />REPORT FOR Arcade Street to County Road D which was a result of discussions <br />LABORE ROAD that occurred at the LaBore Road/McMenemy Street improvement <br />hearing. Council noted the Engineer's questioning the prudence of <br />proceeding with reconstruction of this road section given the current <br />condition of the roadway and the anticipated life expectancy after the <br />County does a cold-in-place recycle of the roadway. <br />Morelan pointed out that the suggestion for reconstruction of LaBore Road <br />from Arcade Street to County Road D came from the discussion at the <br />improvement hearing. It was pointed out at that hearing that there were <br />some drainage problems in the area of Windrow Drive and Westwind <br />Drive. Property owners were also concerned that given existing grades, it <br />would not be possible to install curb and ~utter on this section of roadway. <br />Morelan pointed out the hi~h cost of reconstruction. <br />Fahey suggested that given this cost as well as the life expectancy that a <br />recycle project will provide, it was better to just proceed with the recycle <br />and overlay. Fahey also noted the En~ineer's report relative to concrete <br />curb and gutter for the LaBore Road/McMenemy Street project as well as <br />County Road B-2. Given the costs associated with the concrete curb and <br />gutter, Fahey felt it would be better to eliminate that portion of the <br />improvement and allow the County to install bituminous curb and gutter <br />where prudent. <br />Morelan asked if the City did proceed with the reconstruction of the <br />northern portion of LaBore Road, if the County would allocate the funds <br />they have set aside for the recycle project toward the reconstruction <br />project. The City Administrator estimated that the County would allocate <br />between $30,000 and $40,000 toward the reconstruction project, pointing <br />out that the Engineer's estimate of the cost is $775,000. <br />Mr. Morelan introduced the following resolution and moved its adoption <br />
