MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1999 <br />RESOI.UTION NO. 99-2-40 -AMENDING THE FEAS7137LITY <br />REPORT FOR THE LABORE ROAD IMPROVEMENT AND <br />DECLARING THAT NO FURTHER ACTION Ib' WARRANTED <br />73ASED ON THE ESTIMATED PROJECT COSTS FOR <br />RECONSTRUCTION OF THE NORTHERN PORTION OF I.ABORE <br />ROAD <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pedersen, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />CURB & GUTTER The Council reviewed the City Engineer's report dated February 19, 1999 <br />LABORE ROAD/ regarding the installation of concrete curb and gutter on LaBore <br />McMENEMY Road/McMenemy Street as well as on County Road B-2. The Engineer is <br />& COUNTY that the City not proceed with the concrete curb and gutter until such time <br />B-2 as the streets are reconstructed. Reasons for this recommendation include <br /> the high cost of the curb and gutter; the fact that the curb and gutter would <br /> actually be retrofitted to the County's maintenance project; the effect the <br /> project would have on the allocation of MSA construction funds to assist <br /> with future reconstruction costs; if the City does not proceed with concrete <br /> curb and gutter, the County will install bituminous curb and gutter which <br /> will function adequately from a storm drainage standpoint. <br />Morelan pointed out that project costs for the concrete curb and gutter are <br />higher because the City has to do the base work in preparation for the curb <br />and gutter. Morelan asked if the County could do the preparation work as <br />part of the recycle project. <br />The City Administrator indicated that the County has indicated that if <br />bituminous curbing were installed, the base work is done and the curbing <br />is laid on top of the base. However, with concrete curb and gutter, some <br />excavation is needed and appropriate grades need to be established prior to <br />installation of the curbing. The County has indicated that in order to <br />retrofit the curbing and the recycled roadway, the City will need to do the <br />preparation work for the curbing and have it installed so that the County <br />can then fit the recycled road to the curbing. <br />Fahey pointed out that if there is the need to reconstruct these roadways in <br />I S years, it would be necessary to remove the concrete curb and gutter and <br />establish new elevations for the reconstructed road. Therefore, it makes <br />more sense to wait for full reconstruction before installing concrete curb <br />and gutter. <br />
