MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1999 <br />this is a matching grant, if approved, the grant amount would be $47,000 <br />with $47,000 matching funds from the City. <br />The second ~rant which the sub-committee identified is the Cooperative <br />Trail Linkage Program. The committee is recommending that this grant <br />be used to complete the trail system from Jackson Street through the <br />Water Works property and along Rice Street linking with the Shoreview <br />and Vadnais Heights trails in the area of Rice Street and 694. This grant <br />has a maximum of $50,000 and requires matching funds. Smith reported <br />that at one time the Park Consultant had estimated the cost of completing <br />this trai( system at $200,000. These fi~ures would need to be updated. <br />However, the improvement could be broken down into segments, and, for <br />example, four separate grant applications could be submitted for four trail <br />segments resulting in completion of the entire trail link. <br />The Parks & Recreation Director reported that the grant application for the <br />Cooperative Trail Linkage Pro~ram is not ready at this time. More <br />information on the status of this grant will be obtained from the Park <br />Consultant. <br />Scalze asked if there was fundin~ available throu~h Ramsey County for <br />the connection of trails with neighboring cities. Smith was not sure, but <br />indicated that she would research this. <br />Fahey su~;~ested that a three or four year plan for trail improvements was <br />needed. Scalze a~reed and su~gested that trail improvements be included <br />in the CIP Budget. <br />The City Administrator reported that trail improvements are included in <br />the CIP Bud~et. However, suggested that a more detailed plan would be <br />helpful. The Administrator also suggested that the Commission develop a <br />plan for trail improvements which includes a plan of action if a specific <br />grant application is denied. Fahey suggested that this sort of plan of action <br />would be dependent upon the reasons for denial. <br />Sackett-Glazer reported that the Commission has agreed that their priority <br />is to first up~rade existing trails and then to make trail connections with <br />other communities. She asked if the Council agreed with this order of <br />priority. <br />Fahey felt that both needed to be accomplished and also suggested that the <br />Commission develop a 4 or 5 year plan for trail maintenance. The <br />Director suggested that maintenance could be pro~rammed similarly to the <br />way streets are programmed for improvement. <br />2 <br />
