MINUTES <br />CITY COUNCIL <br />MARCA 10, 1999 <br />Morelan asked about the deterioration of Ryan Drive and asked if the <br />trucks coming from the west gate and using Ryan Drive were contributing <br />to this problem. Frattalone replied that these trucks are coming out empty <br />and were not damaging the street. Frattalone indicated that the problems <br />with the road are related to the sub-soils. <br />The City Administrator pointed out the proposed ordinance establishing <br />the I-2 District, as well as the City Planner's recommendation for some <br />revisions to that ordinance. <br />Pedersen asked how the City will know how many tons the recycling <br />operation will generate so that it can base the tax that would be due. The <br />City Administrator suggested that there will be weight tickets that could <br />be verified. Fahey suggested that the City stafF could work out these <br />details with Fra-Dor. <br />Pedersen asked if the tax would be paid annually or weekly. The <br />Administrator sug~ested that an annual payment would be the easiest to <br />administer. Frattalone noted that he pays County taxes on an annual basis. <br />Pedersen asked how much money the City was talkin~; about. Frattalone <br />estimated that the recycling operation sells between 60,000 and 100,000 <br />tons per year, therefore, the tax generated would be between $6,000 and <br />$10,000. <br />Scalze pointed out that the City has made no commitment to spend that <br />money exclusive(y in Ryan Industrial park. <br />Stanke reported that the majority of the property owners who were present <br />at Frattalone's meeting wanted to see the money spent in Ryan Industrial <br />Park. Mark Hanson, Fra-Dor, reported that they suggested this money be <br />spent in the park. However, that is not Fra-Dor's decision to make. <br />Cloutier reported that the property owners would like to see this money <br />spent in the Park given that some of the properties are in need of <br />upgrading <br />Scalze pointed out that if the Fra-Dor site were fully developed and paying <br />full property taxes, the City would not designate the taxes from this parcel <br />for use in upgrading Ryan Industrial Park. Scalze stated that she could not <br />see how the City could desi~;nate this money to be used any differently <br />than property taxes are used. She did not support the desi~nation of this <br />money to be spent on one neighborhood. <br />
