MINUTES <br />CITY COUNCIL <br />MARCH 10, 1999 <br />Frattalone replied that he is sure the Ryan Industrial Park property owners <br />would want the feel used for improvements in the park. He noted, <br />however, that he made this suggestion, but that it was only a suggestion. <br />Richard Belland, Belland's Auto Body, indicated that he has no problem <br />with the Frattalone recycling operation and supported continuation of the <br />business. <br />LeAnne Hamline, 3151 County Drive, stated that occasionally there have <br />been dust problems from the recycling operation. However, with a phone <br />call to Fra-Dor, the problems have been immediately dealt with. Hamline <br />stated that she did not oppose the continuation of the recycling operation. <br />Roger Stanke, 209 Ryan Drive, stated that he did not oppose continuation <br />of the recycling operation. He indicated that at first he questioned the <br />length and duration of the operation, and also gave Frattalone a list of <br />concerns that he had, specifically with dust control during the crushing <br />operation and the use of the west gate durin~ emer~encies. Stanke replied <br />that Frattalone has addressed those concerns. Stanke indicated that he <br />supported a 10-year license with the option to reconsider at the end of that <br />time period. <br />Frattalone stated that he wanted to be clear that the use of the west gate <br />would not be limited to emergencies, but rather on an "as needed" basis. <br />Trucks using that gate would be empty and would proceed directly to <br />Country Drive. <br />Stanke indicated that he was in agreement with the specifics as outlined in <br />the February 17'~' letter. <br />Bob DeBace indicated that he has never had complaints from his tenants <br />with regard to dust control. DeBace indicated that Fra-Dor is a business, <br />and Frattalone should be allowed to run his business. <br />Fahey asked if there was anyone present who was opposed to the concept <br />being proposed for allowing the recycling business to continue. No one <br />present indicated opposition. <br />
