MINUTES <br />CITY COUNCIL <br />MARC;H 10, 1999 <br />One property owner suggested that the assessment be based on traffic <br />volumes. <br />The City Engineer pointed out that this is considered in Option #6, <br />however, that option does not take into consideration that the fast foot <br />restaurants as well as Bally's also have access to Rice Street. The <br />Administrator pointed out that the individual assessment rates under <br />Option #6 for some of the properties appear to be inequitable. <br />One property owner pointed out that though the fast food restaurants are <br />located on smaller properties, the resulting traffic volumes from these uses <br />are hi~her. Again, the Administrator pointed out that the fast food <br />restaurants also have accessto Rice Street. <br />Fahey pointed out that the City Engineer has put together a number of <br />alternatives for consideration. Fahey stated that he is comfortable with <br />staff"s recommendation and felt Option #2 appeared to treat the affected <br />properties equitably. <br />Scalze pointed out that the residents from Cobblestone Village are here <br />this evening to express their feelings. However, the other affected <br />property owners are not present. Scalze noted that this evening's meeting <br />was intended to be a workshop at which the Council would discuss the <br />City's assessment policy. It was not intended to be an assessment hearing. <br />Morelan noted the premise that an equitable assessment adds an equal <br />value to the property. Morelan asked if the City had an estimate from an <br />appraiser as to the value the improvement will add to these properties. <br />The City Administrator replied that he has not yet had an appraiser <br />evaluate the assessments pointing out that this is done prior to the <br />assessment hearin~;. <br />Scalze pointed out that the residents of Cobblestone Village paid for and <br />maintain their own streets. There use of Minnesota Avenue is for access. <br />LaValle pointed out that typically 80 to 100 foot lots would abut a project <br />like this. A typical assessment then would be about $4,500 per lot at the <br />City's cap of $45 per front foot. <br />Morelan pointed out that dividing the proposed assessment for Option #1 <br />amongst 34 lots would result in an $1,100 per lot assessment. Option #2 <br />would be approximately $360 per lot. <br />One property owner pointed out that the Cobblestone Villa~e property <br />owners do not have Minnesota Avenue in front of their homes. These <br />property owners would be glad to pay a typical assessment if they did <br />
