MINUTES <br />CITY COUNCIL <br />MARCH 10, 1999 <br />because then they would not also be paying for the maintenance of <br />Stephanie Court and Stephanie Circle. <br />One property owners indicated it was his understanding that the project <br />got underway because of the drainage probiems on Minnesota Avenue and <br />some past flooding of that street. This property owners pointed out the <br />sheet of asphalt that Bally's has and the resulting run-off that flows onto <br />the street. The Council was asked how much money was being spent to <br />upgrade the storm sewer in the area. <br />The City Engineer reported that when he first started to look at this <br />project, the initial thought was to replace the main storm sewer line to <br />provide more capacity. However, in looking at this, it was found that the <br />storm sewer lies very close to one ofthe Cobblestone Village townhomes <br />and that section of pipe could not be replaced. The Engineer then looked <br />at other alternatives, one of which would be for Bally's to pay for the <br />installation of an additional catch basin in their parkin~ lot as well as <br />construction of curbing around the catch basin with a corner of their <br />parking lot to be used as a water retention area during large storm events. <br />Concrete curb and gutter is also proposed to be installed on the street as a <br />means of directing run-off into the storm sewer system. However, these <br />ef~orts will not total rectify the flooding problems on Minnesota Avenue. <br />A property owner indicated that there is a slew between the Bally's <br />property and the school buildin~ on the north. He sug,~ested that storm <br />water be directed to this area. The Engineer indicated that given the street <br />project was being considered, he looked at the street as a means of <br />resolving drainage problems. <br />Scalze pointed out that if Minnesota Avenue were assessed in a similar <br />manner to a residential street improvement, property owners would be <br />paying a relatively equal assessment rate. An adjustment had been made <br />for the Cobblestone Village property owners given that their property is <br />residential while the other abutting properties are commercial. <br />Pedersen pointed out that if the townhomes were located in the area where <br />the strip mall is, the townhomes would be paying a higher assessment <br />given that the amount of frontage they would have on Minnesota Avenue <br />would increase. <br />One property owner pointed out that the commercial properties are there <br />to make money, while the townhomes are a residential development. <br />Therefore, the benefit to these properties is different. This property owner <br />indicated that the value of the townhomes will not go up substantially <br />because of the road improvement. Morelan indicated that theoretically it <br />should. <br />
