MINUTES <br />CITY COUNCIL <br />MARCH 24, 1999 <br />PUBLIC <br />HEARING - <br />PRELIMINARY <br />PLAT - TWIN <br />LAKE PINES <br />ADDITION <br />GROUND EQUIPMENT AT 300 LITTI,E CANADA ROAD UNTIL <br />THE APRIL 27TE~ REGUI.AR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Morelan, Fahey. <br />Nays(0). Resolution declared adopted. <br />Mayor Fahey opened the public hearing to consider the Preliminary Plat <br />for the Twin Lake Pines Addition. Fahey noted that the developer, Mr. <br />Len Pratt, has requested that consideration of this plat be tabled until <br />the next Council meeting. <br />The City Administrator reported that Mr. Pratt will provide a written <br />notice waiving the City's 60-day review period. The issues related to this <br />request include the need to resolve how water main will be constructed to <br />serve this property. The City of Vadnais Heights is undertaking a <br />comprehensive water service study for the entire City. Their en~ineer <br />estimated that the study will not be completed until the fall. That time line <br />does not meet with Mr. Pratt's approval, and he would like to discuss <br />expediting the study for this particular area with the City of Vadnais <br />Heights. <br />Sue Short, 247 Twin Lake Trail, Felt the plat was a good one and <br />responded to the concerns of the property owners in the area which were <br />raised a couple of years ago, especially the issue of public access to the <br />lake. Short indicated that another issue to consider is the need for water in <br />the Twin Lake Road and Trail area as well as the cost of providing water <br />main to that area. <br />The City Administrator indicated that this is exactly what both Little <br />Canada and Vadnais Hei~hts are trying to do. The Administrator pointed <br />out that Vadnais Heights would like to bring in water main to serve the <br />Five Star Mobilehome Park, and Little Canada would like to serve the <br />Twin Lake area. Little Canada has made it know to the City of Vadnais <br />Heights that we are interested in working with them to address these <br />issues. <br />Morelan pointed out that the DNR has recommended that a common dock <br />be installed on the lake which would serve the 12 lakehomes that Mr. Pratt <br />is proposin~ to construct rather than havin~ an individual dock for each <br />home. Scalze pointed out that this is a recommendation by the DNR, not a <br />requirement. <br />
