MINUTES <br />CITY COUNCIL <br />APRIL 14, 1999 <br />with other cities', than Fahey indicated that he was not excited about <br />holdin~ a workshop. <br />Scalze felt if the Code is appropriate, than what will happen is that the <br />Council will be lobbied by the property owners for changes to the Code <br />which will only benefit those property owners. <br />The Code Enforcement Officer reported that she currently has four <br />applications for Conditional Use Permits in Ryan Industrial Park for <br />outdoor storage. One of the issues that is presentin~ problems is that the <br />Code requires that outdoor storage areas by surfaced with asphalt, <br />bituminous, concrete, or other materials as approved by the Council. The <br />Code Enforcement Officer indicated that she would like to discuss this in a <br />workshop session to determine what type of surfacing the Council will <br />suppo~t. Will recycled blacktop or Class V be acceptable. <br />Fahey sug~ested that if staff is contemplating ordinance changes, the City <br />Administrator, City Planner, and Code Enforcement Officer should put <br />together a joint recommendation for the Council's consideration. Fahey <br />stated that he would prefer to see a recommendation from staff, and that <br />recommendation should be based on what other cities are allowing in their <br />industrial areas. <br />Scalze agreed that adjacent cities should be surveyed to determine their <br />requirements. If the City's Code is out-of-line, than the Council should <br />consider amendments. <br />The Administrator reported that one of the problems is in applying Code <br />to a developed area. Using the strict interpretation of the Code in Ryan <br />Industrial Park, many of the buildings would not even be allowed. The <br />Administrator reported that the purpose of the workshop is not to advocate <br />for the properties in the Park, but to ~et the consensus of the Council on <br />some of the issues that staff is addressing. <br />Scalze indicated that the Council has done its work in establishing a Code <br />and has hired a person to enforce the Code. Therefore, she was not <br />interested in spending the summer in workshop sessions trying to get Ryan <br />Industrial Park properties in compliance. <br />Fahey felt that the tenor of the workshop should be to point out difficulties <br />in the City's Code in relation to the codes of other cities. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />15 <br />
