MINUTES <br />CITY COUNCIL <br />APRIL 14, 1999 <br />REQUEST FOR Mr. Perry Linn appeared before the Council requesting City assistance <br />CITY TO in assembling property on Rice Street so he can develop a tire store/ <br />ASSEMBLE office/retail complex. Linn indicated that the first step would be to obtain <br />PROPERTY - appraisals on the property. If the appraisal amounts are such that he would <br />PERRY LINN be interested in pursuing the site; the next step would be to draft a <br />development agreement relative to the terms and conditions of his <br />acquisition of the property. <br />The City Administrator recommended that appraisals be obtained on the <br />properties in question, 2600, 2616, and 2620 Rice Street. Once that <br />information is determined, Mr. Linn will be able to determine the financial <br />feasibility of his project. If it proves to be feasible, a development <br />agreement would be drafted outlining the terms and conditions of the <br />City's assemblin~ the site. The Administrator noted that Mr. Linn is <br />requesting City assistance in assembling the sites through the possible use <br />of eminent domain, but is requesting no financial assistance in developin~ <br />the property. The Administrator also noted that the Linn proposal would <br />redevelop an area that has been a long-standing area of concern. <br />Mr. Jay Reiling, Wild North Properties, LLC, expressed concern with the <br />possibility of the City providin~ assistance to assemble parcels for Mr. <br />Linn's development. <br />Fahey pointed out Mr. Linn has indicated that he has been unable to reach <br />agreement with the property owners for the purchase of these sites. Fahey <br />also noted that at the time Wild North Properties purchased 2600 Rice <br />Street, they were informed ofthe City's interest in assembling 2600, 2616, <br />and 2620 Rice Street for redevelopment. <br />Reilin~ reported that he and Charles Drake have been working toward the <br />redevelopment of their property. Reiling felt it was important to state that <br />it was not necessary for the City to condemn this land in order to get the <br />site redeveloped. He and Drake were willing to do that themselves. <br />Reiling presented Yhe Council with dia~rams showing how they intend to <br />redevelop 2600 Rice Street. <br />Fahey asked if these diagrams have been presented to City staff prior to <br />this meeting. Reiling indicated that they have been presented to the City <br />Pianner. <br />Scalze noted that the redevelopment plan submitted by Reiling proposes <br />four buildin~s on one piece of property. <br />Reiling described their redevelopment plans, and commented that he <br />would propose to combine the three properties and redevelop them with a <br />
