MINUTES <br />CITY COUNCIL <br />APRIL 14, 1999 <br />multi-staged development which would include a coffee shop, renovated <br />car wash, retail building on the Klein and Anderson properties, and an <br />office building where presently a pole building exists. <br />Pedersen questioned the feasibility of locating an o~ce building behind <br />the other buildings. <br />Reilin~ indicated that the office building would be visible from Rice Street <br />and would be constructed to face the pond on the south. <br />Fahey noted that the development proposal put forth by Reiling provides <br />for 11,654 square feet of new construction, excluding the car wash versus <br />16,000 square feet of new construction proposed by Perry Linn. Fahey <br />also indicated thatthe Linn proposal appearsto have higher architectural <br />standards and a more unified project as it faces Rice Street. Fahey felt the <br />Reiling proposal was more of a hod~e podge development, and pointed <br />out that the City is trying to upgrade the area. Fahey stated that he would <br />like to see the Linn project move forward and suggested that appraisals be <br />obtained to determine if it is feasible for Linn to put together a project. <br />Reiling indicated that his buildings were stand-alone and would have a <br />French Provincial theme as indicated in the City's architectural guidelines. <br />Reiling felt this was more favorable than the strip mall concept Perry Linn <br />is proposing. Reiling stated that he would be interested in the City <br />Planner's report on compliance with architectural standards relative to the <br />Linn proposal. <br />The City Administrator noted that the Planner has not done an <br />architectural review for the Linn proposal. He also noted that the City has <br />only seen an architectural proposal for the coffee shop that Reiling is <br />proposing, and not for any of the other buildings. Given that architectural <br />details were not submitted for the entire site, the architectural review for <br />Reiling's development concept did not move forward. <br />Fahey pointed out that the car wash does not add much to the site. <br />Pedersen asked if Reiling was proposin~ that the car wash stay. Reiling <br />replied that he was. <br />Scalze felt the Reiling submittals were confusing. She pointed out that <br />Perry Linn presented a development concept to the Council a few weeks <br />ago and that Reiling was at that meeting and in support of the concept. <br />Scalze stated that it was her understanding at the time that Reiling and <br />Drake were willing participants in the tire store concept. Scalze <br />questioned why the Council was now asked to look at a different proposal <br />from Reiling and Drake. <br />
