MINUTES <br />CITY COUNCIL <br />APRIL 14, 1999 <br />Reiling indicated that originally Linn came to them and stated that he was <br />interested in purchasing part of their property to develop a tire store. As <br />part of his development of the site, Linn indicated to them that a new car <br />wash could be built at the rear of the site. Now it appears that Linn would <br />like to develop the property without the car wash component. This was <br />not acceptable to Reiling and Drake. Reiling indicated that no purchase <br />agreement was si~ned with Linn. <br />Fahey did not feel a car wash was the highest and best use of the property. <br />Fahey pointed out that the Reiling and Drake proposal is for Four separate <br />buildings on the three sites. This looks like a hodge podge and is not an <br />attractive or coordinated development. It is also less total square foota~e <br />than the Linn proposal. Fahey indicated that as a redevelopment site it is <br />his feeling that the property should be redeveloped in a more appropriate <br />and coordinated fashion. A~ain, Fahey suggested that appraisals be <br />ordered and the Linn proposal pursued. <br />Reiling indicated that he has had a number of interested parties in the <br />property some of whom were interested in auto-related uses. Reiling <br />reported that he informed these parties that the property is zoned B-3, <br />therefore, the City did not wish to have auto-related uses developed on this <br />site. Now the City is entertaining the development of a tire store on the <br />site. Reiling suggested there may be other business owners in the same <br />situation should be able to market their sites for auto-related uses. Reilin~ <br />questioned spot-zoning his property and giving it to another developer to <br />develop an auto-related use. <br />Fahey pointed out that there are three run-down properties that need to be <br />combined and redeveloped in a coordinated fashion. Fahey did not feel <br />the Reiling/Drake proposal was coordinated. Fahey felt that Reiling and <br />Drake put together a development concept in an attempt to forestall a more <br />attractive and coordinated development from happening. Fahey felt the <br />City would be better served with the larger building proposed by Linn. <br />Fahey suggested that Reiling and Drake continue to have discussions with <br />Linn and try to negotiate in good faith. <br />Drake replied that they have tried this and found the ne~otiations to be less <br />than favorable and this is why they are before the Council this evenin~. <br />Drake stated that they are here this evening not only for themselves, but <br />also for other small business owners that could be faced with the same <br />situation at a later date just because someone else comes in with a bigger <br />and better redevelopment plan. <br />
