MINUTES <br />CITY COUNCIL <br />APRIL 14,1999 <br />the property and the plan they have presented this evening deviate <br />substantially. The Administrator asked the timeline for development of <br />the retail space proposed by Reilin~ and Drake. <br />Reiling estimated that the of'fice buildin~ would be developed in the fall of <br />2000, with the rest of the redevelopment to occur in the sprin~ of 2001. <br />Scalze pointed out that the August 24, 1998 development plan submitted <br />by Reiling and Drake proposes to straighten and resupport the metal <br />buildin~ which exists on the site. Scalze stated that she did not support <br />retention of the metal building. <br />Reiling replied that the metal building would be replaced with a new <br />building. <br />Fahey asked about the car wash. Reiling reported that they are proposing <br />the car wash remain and would propose to complete the renovations to this <br />building which they have already begun. <br />The Administrator pointed out that last Friday, Reiling and Drake <br />resubmitted their August 24, 1998 plan as their proposal to improve the <br />site at 2600 Rice Street. This plan includes leaving the metal building. <br />The plan submitted to the Council this evening deviates from the August <br />24'~' plan, and the Administrator was unsure that the City Planner has seen <br />this new plan. <br />Reilin~ indicated that just as the Perry Linn plan has changed, their plan <br />has improved as well. <br />Scalze pointed out the non-conformities which exist at 2600 Rice Street <br />and was not sure that renovation of the small block building was looking <br />toward the future for the City. Reiling felt that the architectural drawings <br />for the block building were pleasing and that the coffee shop they are <br />proposing to locate in that building would be an asset to the area. <br />Linn reported that the value of the project he is proposing is $1.9 million <br />and would be constructed at once, not in phases. The building will have a <br />total of 15,590 square feet, 8,500 ofwhich will be retail space. <br />Drake asked if the City were to approve spot zoning for this area, if others <br />could then request a rezoning to auto-related uses of the Schroeder <br />property, for example. Scalze replied that the Council did consider and <br />approve a rezoning of a portion of the Schroeder property to auto-related <br />use for a Tuffy's development.
